ANKARA - Turkish President Ahmet Necdet Sezer partially vetoed the Law on Amendments to Higher Education Board (YOK) Law and the Higher Education Personnel Law, Presidential Press Center said on Friday.
A statement of the Presidential Press Center said that Sezer returned the law to the Turkish parliament for reconsideration of first, fifth, sixth and seventh articles under the Articles 89 and 104 of the Constitution.
Turkish parliament adopted YOK law on May 13, 2004.
The draft law, which changes the structure of YOK, lifts General Assembly and Executive Board of YOK and makes YOK a single board which functions on permanent status.
The law decreases number of YOK members from 22 to 16. In accordance with the law, YOK will be comprised of five members elected by President, five members elected by Council of Ministers, five members elected by the Board of Interuniversities and one member elected by General Staff and appointed by President.
Under the draft law, the Chairman of the Higher Education Board will be elected by the members of the board.
The draft law lifts difference in coefficient between normal and vocational high schools in university entrance exam.
In accordance with the draft law, university entrance exam will be prepared regarding whole secondary school curriculum.
In accordance with the draft law, the head of the student board will be a member of the University Senate and can vote during election of the rector.
Under the draft law, YOK Chairman`s and its members` term in office will end when the new law enters into force.
