DON`T MAKE FAIT ACCOMPLI
Ankara warned Greece prior Erdogan`s scheduled visit to Greece not to bring elected muftis in front of Prime Minister Recep Tayyip Erdogan to make fait accompli.
Following the warning of Ankara, eyes turned to visit of Erdogan to Komotini following former President Celal Bayar 51 years ago.
Despite the warning, efforts to include elected muftis to Erdogan`s program and their being invited to dinner which Greek Minister of Macedonia and Thrace would host in honor of Erdogan will cast shadow over the visit.
The fait accompli which caused this warning of Ankara was experienced during Foreign Minister Abdullah Gul`s official visit last year. Then Foreign Minister of Greece George Papandreou made an unpleasant surprise to Gul and invited elected muftis, who caused tension in relations for years, to dinner.
Tension escalated when the elected muftis came near Gul, however, Gul continued his politeness and greeted them. Ankara harshly reacted to Papandreou`s taking the muftis to have a photograph taken. This act of Athens was protested after Gul`s departure. Although it is against the Lausanne Treaty, Greece does not allow Turkish minority to elect mufti and itself appoints the muftis.

FIRST ROUND ENDS IN CONSTITUTIONAL AMENDMENTS
Parliamentary General Assembly completed the first round of talks in the motion making amendments in 10 articles of the Constitution.
The motion includes amendments to articles 10, 15, 17, 30, 38, 87, 90, 131, 143 and 160 of the Constitution.
According to this, state will be obliged to provide implementation of gender equality. Death sentence will totally be excluded from the Constitution. State Security Courts (DGMs) will be annulled.
Second round of talks will take place on May 7 for the motion on constitutional amendments.

UNITED STATES WORKS FOR CYPRUS
Prime Minister Mehmet Ali Talat of Turkish Republic of Northern Cyprus (TRNC) has met with U.S. Secretary of State Colin Powell. Following the meeting, Prime Minister Talat said that the United States had been carrying out technical and political works to lift international isolation and embargoes against Turkish Cypriot people. ``Turkish Cypriot people have fulfilled their responsibilities by displaying an attitude in favor of United Nations Secretary General Kofi Annan`s plan. Now, the international community should fulfil its responsibilities by lifting these unfair embargoes,`` Talat added.

CICEK: ``EIGHTH ADJUSTMENT PACKAGE IS READY``
Justice Minister Cemil Cicek has said that the Eighth Adjustment Package would be submitted to the parliament right after enactment of the 10-article package of constitutional amendments. ``After annulment of the State Security Courts (DGMs), courts to deal with relevant issues should be formed as soon as possible. High Criminal Courts will hear the cases about crimes of terrorism henceforth,`` Cicek added.

CHP INSISTS ON POLITICAL IMMUNITY
Republican People`s Party (CHP) leader Deniz Baykal has said, ``although we did not assume a preventive attitude against the latest package of constitutional amendments, we will insist on the issues of political immunity and judicial independence. Speaking at the CHP group meeting, Baykal said, ``these changes in the package are inevitable changes. It will be more rightful to arrange constitutional amendments in line with requirements of Turkish people instead of requests of the European Union (EU).``

TURKEY RANKED 15TH IN FOREIGN INVESTMENTS
A survey carried out jointly by Foreign Investment Association (YASED) and Turkish Industrialists` and Businessmen`s Association (TUSIAD) has revealed that Turkey was ranked 15th among countries drawing attention of foreign investors.

PARTIAL AMNESTY FOR ERBAKAN
The ruling Justice and Development Party (AK Party) has paved the way for partial amnesty for Necmettin Erbakan, the former leader of the Welfare Party (RP) banned by the Constitutional Court, with its draft law about fight against corruption. Under the draft, if Erbakan pays the financial loss of Treasury, his imprisonment term will reduce to 17 months.

SULTAN BAYEZID II COMPLEX TO COMPETE IN ATHENS
Trakya University Sultan Bayezid II Museum of Health Care presented by the Council of Europe 2004 Europe Museum Prize, will compete in the Europe Museums Forum in Greek capital Athens. Trakya University Rector Prof. Dr. Osman Inci said that the Sultan Bayezid II Complex was the only university museum making a significant contribution to the understanding of European cultural heritage. The museum is part of a hospital and religious complex, built in the 1484 by Sultan Bayezid II, which was a place for treating people with mental disorders using holistic treatments such as the sound of water, music and aromatic compounds. Visitors today can sit and listen to the sounds of music and water used to calm patients several centuries ago.

A NEW BEGINNING WITH ANNAN
Prime Minister Mehmet Ali Talat of Turkish Republic of Northern Cyprus (TRNC), who is currently in the United States, as the guest of U.S. Secretary of State Colin Powell, met with United Nations Secretary General Kofi Annan. Replying to questions of journalists following his meeting with Annan, Talat stressed, ``any other society should not have the right to impose isolation against Turkish Cypriot people. During my meeting with United Nations Secretary General Annan, I conveyed my vies about lifting of unfair embargoes and isolation against Turkish Cypriot people. I believe that Mr. Annan understood it.``

TURKEY CONCERNED OVER GEORGIA-ADZHARIA TENSION
Turkish Ministry of Foreign Affairs has stated that Turkey had been monitoring developments further escalating recent tension between Georgia and autonomous Republic of Adzharia with concern. The Ministry stressed that Turkey attributed great importance to stability of neighboring Georgia and prosperity of all Georgian people. ``We do not have any doubt that the sides would act with common-sense and restraint to prevent any undesired developments,`` it said.

HARSH WARNING TO EUROPE
Prime Minister Recep Tayyip Erdogan, who addressed his party group meeting, said Turkey fulfilled its responsibilities to become a full member of the European Union (EU). Erdogan said, ``now, it is their turn. They will show in December how sincere they are.``
Turkey would not have any problems in finding a new course if the European Union (EU) took a decision which was not in line with Turkey`s expectations in December 2004, Erdogan said.
Erdogan noted that it would be wrong and unjust for EU to keep Turkey waiting for more. He said that a negative decision of the EU on whether to open full membership negotiations with Turkey would disappoint Turkish people and would deteriorate the basic philosophy of the EU which could not be mended again.
``If EU doesn`t take the decision we want, Turkey won`t have any difficulties in finding a new course to follow thanks to its big potential. EU, which excludes Turkey in this case, will have difficulty in talking about European ideals as of that day,`` Erdogan added.
EU is expected to decide whether to open entry talks with Turkey in its summit to be held in December 2004.

INVITATION TO FOREIGNERS IN ENERGY
Turkish Minister of Energy and Natural Resources Hilmi Guler said Turkey would need new energy investment worth of three billion U.S. dollars starting as of 2007.
``I am inviting foreign entrepreneurs to make investments in Turkey under equal conditions with the Turkish investors,`` said Guler.
Baymina Ankara Natural Gas Combit Circle constructed by Belgian Tractebelsa company and Turkish Mimag company`s built-operate model was opened in Temelli town of Turkish capital Ankara with a ceremony.
Guler said that they attached great importance to foreign investments and noted that they formed necessary legal infrastructure for attracting more foreign investment.
Stressing that necessary legal arrangements were also completed at a great extent in line with adjustment to the European Union (EU), he said that electricity power which was currently 35 thousand megawatt in Turkey would reach 37 thousand 500 megawatt at the end of 2004.

``THERE IS SUMMIT, WE DO NOT PERFORM MARRIAGE CEREMONIES``
Police takes every kind of measures against the smallest risks for the NATO summit which U.S. President George Bush and leaders of 61 states would join.
Wedding ceremonies in Beyoglu, Sisli and Besiktas districts, which are included in the region where the summit would take place, were cancelled between June 27 and 29.
Security information of the staffs of the hotels were controlled. Those having past offenses would be on leave temporarily.
A special team was assigned under structure of Istanbul Provincial Security Department for the security of lives of leaders and the participants.

AK PARTY MPs DO NOT ALLOW ``POSITIVE DISCRIMINATION``
Motion of the Republican People`s Party (CHP) that there could be ``positive discrimination`` in providing gender equality was rejected with the Justice and Development Party (AK Party) parliamentarians.
