ANKARA - Official flows of Turkey was 145 million 754 thousand 749 U.S. dollars in 2003. This total consists of official grants worth of 38 million 709 thousand 309 U.S. dollars, payments to multilateral organizations worth of 40 million 206 thousand 624 U.S. dollars and other official flows worth of 66 million 838 thousand 816 U.S. dollars.
The State Institute of Statistics announced on Friday certain results of the official flows of Turkey in 2002 and preliminary results of the official flows of Turkey in 2003.
Official flows of Turkey was 157 million 719 thousand 252 U.S. dollars in 2002 and 145 million 754 thousand 749 U.S. dollars in 2003.
According to the classifications and standards of Development Assistance Committee (DAC), 26 million 425 thousand 105 U.S. dollars were paid to the developing countries, 9 million 799 thousand 524 U.S. dollars were paid to the transition countries and 2 million 484 thousand 680 U.S. dollars were paid to other countries from the total official flows in 2003 worth of 145 million 754 thousand 749 U.S. dollars.
A part of these official flows paid to the developing countries in order to support development is called as Official Development Assistance (ODA). These payments are recorded as;
- grants (project and program aid, technical co-operation, developmental food aid, emergency aid, promotion of development, administrative costs and other),
- non grant official development assistance (loans given by governmental agencies or private foundations, acquisition of equity and other),
- payments to multilateral organizations (grants, subscriptions and concessional lending).
Furthermore, a part of these official flows paid to the transition countries in order to support development is called as Official Aid (OA).
According to DAC standards, the ratio of ODA to Gross National Product (GNP) is an important concept to observe the aid capacity and aid performance of the country. The ODA/GNP ratio is approximately 0.03 percent in Turkey (OECD average is 0.39 percent, target of United Nations is 0.70 percent).
