Sener held a press conference on ''International Donors' Conference'' to be held in Belgian capital Brussels on Thursday.
The conference to be held in Brussels on Thursday was a ''preparatory'' meeting, Sener said.
Sener stated that participants would not mention any amount of assistance to Cyprus in Thursday's meeting.
The real conference would be held in September or October, Sener said.
Sener noted that members of United Nations (U.N.) Security Council, international organizations like European Union (EU), Organization for Economic Cooperation and Development (OECD) and some Muslim countries had been invited to the meeting.
Noting that there would be a movement of population due to rehabilitation problem, Sener said that construction of new buildings due to the movement of population would cause costs.

If two sides on the island did not reach any compromise on U.N. Secretary General Kofi Annan's plan, the meeting to be held in Brussels would have no meaning, Sener added.
The International Donors' Conference will be held to provide financial support in the context of a comprehensive settlement of the Cyprus issue.
The conference will begin in Brussels on April 15.
