ISTANBUL - Turkish State Minister Ali Babacan, who attended a conference on ''financing of development'' in French capital Paris, returned to Turkey on Thursday.
Babacan and COE Development Bank Director General Raphel Alomar signed a loan agreement at the Turkish Embassy building in Paris.
The loan agreement of 200 million euros that the Council of Europe (COE) Development Bank lent to Turkey to support small and medium scale enterprises (SMSEs) was signed on Wednesday in Paris.
Babacan earlier announced that loans for SMSEs together with the loans obtained from European Investment Bank and World Bank would increase over to one billion U.S. dollars in 2004.
