NSC: ''RESPONSIBILITY BELONGS TO TURKISH GOVERNMENT''
National Security Council said that Turkish government was responsible for launching the necessary process on the United Nations (U.N.) Secretary General Kofi Annan's final plan in Cyprus. The historical meeting of NSC lasted for four hours and 20 minutes. NSC said that there were positive sides and also negative sides of the Annan plan. NSC stressed that what was important was to take under guarantee derogations. A statement was released at the end of the meeting of NSC saying that the final Annan plan had some positive sides, but Turkey's some demands were not met in the plan. ''We have seen that problems may be faced in implementation of the plan. Therefore, the concerned governments should carefully study all elements of the plan in regard to Turkey's and TRNC's national interests since this issue has sensitivity for both Turkey and TRNC,'' it noted.

DENKTAS: ''THEY TRY TO TAKE OUR STATE FROM US''
Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas said that ''we have seen Kosovo and Palestine for years. They said that they solved problems there. Then, people are being killed there. They try to reach a result with a similar pressure.'' Denktas noted, ''they try to take our state from us. We started our struggle not to lose our state. We have not lost our state so far. We will not lose it,'' he stated. Stating that nobody could explain 9 thousand page Annan plan to people till the referendum, he said, ''they prepared a constitution for us from a draft in a newspaper. Such a thing does not take place anywhere in the world. People consider our attitude negative because we say 'no' to those things. People don't know 9 thousand page plan, we don't know it, either. Referendum should be postponed. If it is necessary to adjust laws, let's do it.''

NSC: DISCRETION BELONGS TO GOVERNMENT
The statement issued after National Security Council (NSC) meeting pointed out that Annan plan which would be put to referendum on April 24 on the island had positive sides, however underlined that necessary attention and concern should be shown to its being accepted as EU primary law, Turkey's guarantor status and bizonality.
NSC could not reach an agreement in implementation of the agreement, but said the government was responsible for launching the necessary process.
NSC for the first time in its history convened three times a week.
The statement that was issued following the 4.5 hour meeting, pointed out that the plan had positive sides but that some wishes of the Turkish side were not met.

FEHRIYE TO ACCOUNT FOR ASSASSINATION
Belgium, which only tried Fehriye Erdal, one of the suspects of killing of businessmen Ozdemir Sabanci, for the crimes she committed within the borders of Belgium, in the end will take a step which will satisfy Ankara.
Federal Prosecutor's Office started to take actions for trial of Erdal for the crimes she committed in Turkey.
Belgium had rejected extradition of Erdal to Turkey following her capture in 1999 saying there was death sentence in Turkey. Belgium also did not accept Turkey's proposal for trial of Erdal in this country for the crimes she committed in Turkey as it contradicted the agreements.
Belgium had claimed that the weapon used in Sabanci murder was not within the scope of terrorism weapons in the convention regarding terrorism. However, a new convention was approved last year including ''any event claiming life''. Federal Prosecutor's Office will try Erdal soon within this scope.

PRIME MINISTER ERDOGAN: ''IT IS THE LAST CHANCE''
The Council of Ministers focused on Cyprus issue in its meeting on Monday. Ministers discussed acquisitions in the Annan plan for Turkey and Turkish Cypriot side in the cabinet meeting. Turkish Prime Minister Recep Tayyip Erdogan said that acquisitions in Cyprus included opportunities which could not be achieved again.

TALAT SAYS 'NO' TO ANNAN PLAN IN REFERENDUM WILL BRING PROBLEMS TO TURKEY
Turkish Republic of Northern Cyprus (TRNC) Prime Minister Mehmet Ali Talat warned people not to vote 'no' in the referendum and said, ''Turkey needs solution of Cyprus issue. People should know that voting 'no' in referendum would bring big problems to Turkey.

GUL TO SIGN THE COMMITMENT
Justice and Development Party (AK Party) ruling which the United Nations (U.N.) wanted commitment to put Annan plan to referendum, refrains from government motion.
Government will give commitment to the U.N. with signature of Foreign Minister Abdullah Gul instead of an authority motion which it would take from the parliament.

DENKTAS: REFERENDUM SHOULD BE POSTPONED
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said Annan Plan would bring clash to the island, defending that most of the 9 thousand pages in the plan were the laws made by Greek Cypriot side.
Denktas said, ''we can not explain 9 thousand pages to the people. Referendum should be postponed.''

COUNCIL OF MINISTERS DISCUSSES ANNAN PLAN
A text entitled ''positive elements of United Nations Secretary General Kofi Annan's Plan for the Turkish Side'' was taken up at the meeting of the Council of Ministers. The seven-page text, which was distributed to journalists following the press conference of Justice Minister and Government Spokesman Cemil Cicek is as follows:
The new partnership will be bi-zonal. Distinct identity and integrity of the two sides will be recognized. The sides will respect for each other's cultural, religious, political, social and linguistic identities. Constituent states will have their own national anthems and flags. The Senate will be composed of an equal number of Greek Cypriots and Turkish Cypriots (24+24). 45 thousand of those who migrated from Turkey to Cyprus in the course of the time, will be granted citizenship and continue staying in the island.

HIGH HOPE IN TURKISH TOURISM
The number of tourists who will come from Germany, Russia, Belgium and Austria to Turkey to spend their holidays is expected to rise by 15-40 percent this year. According to some surveys and observations in international fairs, there will be rise in the number of tourists who will visit Turkey this summer.

NSC: ''IMPLEMENTATION SHOULD BE MONITORED WELL''
National Security Council which convened on Monday extraordinarily to discuss Cyprus issue issued a statement after a nearly five-hour meeting. The statement noted, ''when the Annan plan is studied fully, it is seen that, although it has some positive aspects, some of our demands have not been met, and that there is a possibility that there will be problems in putting the plan into practice.'' It stressed that implementation of guarantees given to Turkey and Turkish Republic of Northern Cyprus (TRNC) should be monitored carefully.

BUSH SAYS UNITED STATES IS SHOULDER TO SHOULDER WITH TURKEY
U.S. President George Bush said that Turkey and the United States were making the world a more secure place. Sending a message to the 23rd conference of American-Turkish Council (ATC), Bush said that the United States was grateful to friendship and support of Turkish Republic. He added that two countries have carried on an important partnership for years which depended on common values, friendship and mutual respect.

DENKTAS: ''PLAN DOES NOT PROTECT US''
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) continues to react against Annan plan toughening his stance.
Denktas, who spoke at a conference held by Bursa Bar, recalled that the government was positive toward the fifth Annan plan, defending that, ''however, there is not state and sovereignty in the plan. Necessary guarantee was not provided to the rights granted to Turks.''
Denktas for a while could not stop his tears during his speech in the conference.
Denktas said some privileged rights were granted to Turkish Cypriots in the Annan plan as it had happened in the agreement signed in 1960, but that there was no evidence that those rights would not be disrupted by the European Union (EU) after the agreement takes effect.
Denktas said, ''it should be seen that there are very big tricks played on Turkey. Scenarios which started gradually to split up Turkey, began to be seen clearly.''

TALAT: ''WE CAN SAY 'YES' TO THE PLAN COMFORTABLY''
Mehmet Ali Talat, Prime Minister of the Turkish Republic of Northern Cyprus (TRNC) said Annan plan, which was full of uncertainties before Cyprus talks in Switzerland, was amended and that the uncertainties were eliminated.
Talat said those who say 'no' to the plan will do harm to Turkey.
Giving information to the TRNC Parliament which convened extraordinarily on Cyprus issue, Talat said there should not be the air of victory.
Talat said both Turkey and whole Cyprus would get rid of difficulties in case 'yes' vote is given to the plan.
Talat said, ''there are more than 40 cases in European Court of Human Rights waiting for compensation. 4,000 others are under suspension. Turkey can not pay this money.''
