BUERGENSTOCK - An intensive diplomacy traffic is expected after sides presented their objections regarding draft plan of the United Nations Secretary General Kofi Annan for solution to Cyprus issue.
Delegations of Turkey, Greece, Turkish Republic of Northern Cyprus (TRNC) and Greek Cypriot side are separately conveying to the United Nations their objections to the draft plan and the changes they want to make on it today. Turkey presented its demands of changes on Tuesday morning and the remaining three sides are still submitting their views one after another.
Annan, in the coming process, is expected to reshape the plan by taking the views of sides into consideration.
An intensive diplomacy traffic is expected in that process. Sides will try to shape the document according to their own interests during the meetings they will hold with each other and all related sides.
Turkish Prime Minister Recep Tayyip Erdogan can make a phone call to U.S. President George Bush again if necessary and he can also meet with the European Union (EU) Commissioner for Enlargement Guenter Verheugen again who is currently in Buergenstock, Switzerland.
This process, which the sides try to influence Annan while he was revising the plan, is expected to continue until tomorrow morning.
The process after Annan reshapes his plan with the change proposals is still uncertain.
Sides will be requested their signatures for some letters which have been prepared and included in the draft for functioning of the mechanism.
Diplomatic sources said that Turkey and TRNC have not cleared their attitudes on this issue. Views on this issue are divided into two as ''the signature will keep sides under commitment'' or ''the signature is not a binding element.''
Thus, Turkey and TRNC have not decided yet about the signature issue towards which Greece and Greek Cypriot side are not positive.
The issue of making the agreement, which will be reached in Cyprus, a primary law of the EU has not been cleared yet. Turkish side considers this issue as ''indispensable and cannot be negotiated'' from the beginning.
Verheugen came to Buergenstock with a proposal to make act of adaptation formula, which does not satisfy Turkish side with its current status, more satisfactory for Turkish side.
According to the proposal, the EU commits to start the process of submitting act of adaptation to parliaments in principle. However, EU has not yet replied questions such as; ''what kind of mechanism will be formed to protect the agreement that will be reached until approval process starts at parliaments of EU member countries'', ''what will happen if the parliament of an EU member country does not give its approval for the act of adaptation'' and ''how long this process will continue.''
Turkish side wants a clear solution to the question on how the agreement to be reached will be protected with an unchangeable and definite legal mechanism.
