Annan Is Expected To Present Final Shape Of Plan To Sides On Monday

BUERGENSTOCK - U.N. Secretary General Kofi Annan is expected to present the final shape of Cyprus plan, which will be open to negotiations, on Monday morning.
Diplomatic sources said Annan, who arrived at Buergenstock on Saturday, did not have any meetings with the sides yet.
Annan, who is expected to host a reception to the sides today, will present the plan text to the sides on Monday. The text will be negotiated when Turkish and Greek prime ministers arrive in Buergenstock.
The delegations will examine this text in technical means after being presented by Annan.
Diplomatic sources said it was not difficult to read this text, which is reported to be around 9,000 pages together with the additional texts and laws because all the delegations knew which sections of the text would be considered.
Following technical examination, the text will be put on the negotiation table during talks in which Turkish and Greek prime ministers would join.
Meanwhile, it was reported that Kofi Annan would not go to Tunisia as summit of Arab countries was cancelled.
The Turkish side will examine the text according to the priorities determined beforehand, and see to what extend sensitivities of the Turkish side were taken into consideration in sections regarding bizonality and political equality.
''Legal protection'' still continues to be important for the Turkish side. The Turkish side does not consider as satisfactory EU's recent act of adaptation formula with its current shape. Turkish side continues to launch initiatives to make the agreement that would be reached be primary law.
SIDES TO MEET WITH U.N. SECRETARY GENERAL ANNAN TONIGHT
Diplomatic sources said that Annan made an invitation to delegations of each sides which will be comprised of three people. Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul, Foreign Ministry Undersecretary Ugur Ziyal and Turkey's Permanent Representative to U.N. Umit Pamir will represent Turkey delegation.
Sides will take up essential issues and convey their views to Annan before final draft of Annan Plan is presented to them tomorrow.
A total of 15 officials will participate in the meeting together with the U.N. delegation.
DENKTAS SAYS HIS REPLY WOULD BE ''NO'' IF FINAL SHAPE OF ANNAN PLAN FAILS TO INCLUDE THE CHANGES THEY WANT
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said his reply would be ''no'' in case final shape of Annan plan failed to include the changes which the Turkish side wanted.
Stating that the policy to make Cyprus a Greek island continued, Denktas said political rights and equality of the state and continuation of Turkey's guarantee were the biggest defense for this.
Denktas said Greek Cypriot side and Greece continued efforts to claim to be the owner of Cyprus through the EU, noting that people would respond to this with their votes in the referendum.
Denktas said, ''you will decide with your votes in the referendum. You have the responsibility. You shouldn't be deceived.''
Denktas said he would discuss the situation with the officials who would return to the Island after U.N. Secretary General Kofi Annan gives the final shape to the plan. Denktas said the decision would be taken accordingly.
