PROPOSAL CORNERING GREEK CYPRIOT SIDE
President Rauf Denktas of the Turkish Republic of Northern Cypriot brought a surprise proposal on the second day of the talks. Denktas said, ''let us talk first of all, later let Ankara and Athens take part. Let Annan be referee for the blanks which we could not agree.'' This proposal was put onto negotiation table with confirmation of Ankara.
Turkey took an important step on the second day of Cyprus talks in New York and presented a proposal to U.N. Secretary General Kofi Annan which cornered Greek Cypriot side.
With this proposal, Ankara shed conditional green light to mediation of Annan in solution of Cyprus question.
Diplomatic sources said Turkey's surprise proposal includes this proposal:
The sides would continue to negotiate Annan Plan till March 20, 2004 without intervals.
Ankara and Athens would join the talks as well as Turkish and Greek Cypriot sides for issues which could not be agreed. The talks will continue in four-way framework for a week.
The text, which would be revealed after the talks, will be presented to U.N. Secretary General on March 26, 2004.

THEY WILL ALSO TALK TODAY
Turkish Republic of Northern Cyprus (TRNC) Prime Minister Mehmet Ali Talat, who evaluated the talks in New York, stated that both sides raised their reservations and conveyed their demands. Talat said, ''Greek Cypriots tried to hold the talks after May 1. However, our demand was accepted. Talks will be completed till May 1. Solution is an obligation for the sides.''

CONSENSUS WITH EGYPT
President Hosni Mubarak of Egypt met with President Ahmet Necdet Sezer, Prime Minister Recep Tayyip Erdogan, Foreign Minister Abdullah Gul and Chief of General Staff Gen. Hilmi Ozkok in Ankara. Mubarak said that he shared Turkey's uneasiness and views about Iraq and suggested Turkey to work together with Egypt to restore Israel-Palestine peace. Mubarak said that they reached a consensus that Israel and Palestine should start negotiations on the basis of road map and Turkey and Egypt would give necessary support accordingly.

ERDOGAN VISITS, NEW MODEL COMES
Hyundai announced after the visit of Prime Minister Recep Tayyip Erdogan that it decided to make investment worth of 100 million dollars and to produce new models in Turkey. South Korean Hyundai Company announced its decision to increase its production amount to 80 thousand with an investment worth of 100 million dollars at Hyundai Assan factory in northwestern Izmit province.

PROPOSAL SURPRISE OF DENKTAS
On the second day of Cyprus talks in New York, the United States, Turkish side presented a proposal to find a fair and lasting solution to the Cyprus issue. The Greek Cypriot side asked time to assess the proposal. The Greek Cypriot side is expected to announce whether or not it will accept the proposal at today's third meeting. Under the proposal, the Turkish and Greek Cypriot sides will conduct negotiation process and try to reach a compromise in the first stage. If they fail, Turkey and Greece will be involved in the process. If the sides cannot reach an agreement in the second stage, United Nations Secretary General Kofi Annan will fill the blanks.

OCALAN ENDS HIS ACTION
Abdullah Ocalan, the head of terrorist organization of PKK who has not met with his lawyers and relatives for the last three months by claiming that he could not read his letters and his health problems were not solved, ended his action after number of newspapers given to him increased from 10 to 15.

NAZIM'S POEMS FOR ITALIAN LOVERS
Worldwide famous Turkish poet Nazim Hikmet's love poems have filled the shopwindows of bookstores in Italy prior to St. Valentine Day on February 14. The book entitled ''Poesie d'Amore'' is promoted as the best present for St. Valentine Day. There are 150 love poems of Nazim Hikmet in the book.

U.S. PLAN CREATES UNEASINESS FOR MUBARAK
President Hosni Mubarak of Egypt who paid a one-day working visit to Ankara, met with President Ahmet Necdet Sezer, Prime Minister Recep Tayyip Erdogan, Chief of General Staff Gen. Hilmi Ozkok, and Foreign Minister Abdullah Gul.
Mubarak conveyed his reservations to the Turkish sides about the ''Big Middle East'' plan of the United States administration.
Turkey and Egypt gave the message that preservation of Iraq's territorial integrity and national unity were obligatory.
Speaking after his meeting with Sezer, Mubarak said any initiatives which would lead to splitting or division in Iraq would also bring danger.

LAST TRUMP CARDS TO BE PLAYED
Turkish side made a surprise proposal in Cyprus talks in New York. The sides will convene again today. In case the sides could not agree till the last day that would be determined by Annan, Turkey and Greece would join the talks in the last one week. Annan will fill the blanks if the sides could not reach a result.

HOPE RISES FOR CYPRUS
During the second meeting among United Nations Secretary General Kofi Annan, President Rauf Denktas of Turkish Republic of Northern Cyprus (TRNC) and Greek Cypriot leader Tassos Papadopoulos, the sides decided to hold a third meeting today upon a proposal presented by the Turkish side. TRNC Foreign Minister and Deputy Prime Minister Serdar Denktas said that they had presented the proposal to remove the obstacles in front of a fair and lasting solution. He refrained from giving further detail due to media blackout.

PRESIDENT MAROVIC OF SERBIA AND MONTENEGRO DUE IN TURKEY
President Svetozar Marovic of Serbia and Montenegro will come to Turkey as the official guest of President Ahmet Necdet Sezer. President Marovic will pay a two day visit to Turkey. Bilateral relations and current regional and international issues will be taken up during the visit of Marovic.

PERES TO COME TO TURKEY AS GUEST OF CHP
Former Israeli Foreign Minister Shimon Peres will come to Turkey upon invitation of the opposing Republican People's Party (CHP). Peres is scheduled to meet with CHP leader Deniz Baykal, and Foreign Minister and Deputy Prime Minister Abdullah Gul. Later, Peres will proceed to Istanbul to attend a conference.

ALARM FOR SNOW
Officials of Directorate of Meteorology continuously make warnings. Snow is expected to come from the Balkans. It will be effective in Istanbul for the next three days.
Istanbul, considered the warnings of Directorate of Meteorology and launched intense efforts not to turn snow into a disaster and to prevent repetition of chaos which had been experienced a while ago. Schools recessed for two days and all social activities in the city were cancelled.

SOLUTION TO BE FOUND IN THE ISLAND
Prime Minister Recep Tayyip Erdogan, who addressed Justice and Development Party (AK Party) Group meeting, said Turkish Republic of Northern Cyprus (TRNC) had several sensitivities which it could not give up, noting that, ''we did our best to find a fair and permanent solution to Cyprus question. This should be shared by the sides on the island. If they share it, the problem will be solved. Policy of Turkish side was determined within cooperation and agreement in New York. We take our steps in line with negotiations. Dynamic processes require dynamic diplomacy. As the government we have always been aware that Cyprus was a national cause.''

Turkish delegation, which is one step ahead at Cyprus talks, presses Greek Cypriots. Leaders decided to meet for the third time today. Ankara gives the signal that talks continue even if Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas withdraws from negotiation table.

FOREIGNERS RUSH INTO OTTOMAN ARCHIVES
More than four thousand foreign scientists visited Ottoman archives in the last three years. Americans ranked the first among foreign researchers with 724 scientists. American scientists mostly research bureaucratic structure, foundation system and social and economic history of Ottoman Empire. Japanese, German, French, Arabian, British, Iranian and Israeli researchers follow American scientists.
