ISTANBUL - Main opposition Republican People's Party (CHP) leader Deniz Baykal has said, ''Turkey has come the brink of accepting Annan's plan without seeking a change in any point of it. It is a fait accompli. It is the government which makes this fait accompli. There is a need for intervention of the parliament.''
Baykal left for Spain on Friday to attend the meeting of Socialist International Chairmanship Council.
Speaking to reporters prior to his departure, Baykal said that democratization, developments in the Middle East and international confidence would be discussed at the meeting.
Noting that also the Cyprus issue would come onto the meeting's agenda, Baykal said, ''extraordinary developments have started to occur in Turkey. The Cyprus agenda which is being discussed today has been given shape after the Prime Minister's visit to the United States. Neither the main opposition party nor the parliament and the public opinion have not been informed on the content of this visit. However, it is seen that point of implementation of the decisions taken during that visit has been reached. There was a policy which Turkey has been following regarding Cyprus for years. This policy has been taken up by the government, parliament and the National Security Council. However, it is understood that a compromise which is totally different from this policy was reached in Washington and the point of implementation of this compromise has been reached.''
''There is a need for intervention of the parliament in the issue. Turkey has never had such a submissive stance regarding Cyprus,'' Baykal said.
