TWO SUPER ADMINISTRATORS DETAINED ON CHARGES OF BRIBERY
Ersin Pamuksozer, a member of Executive Board of Cukurova Holding, Soner Ayer, Director General of private television Show TV, and famous lawyers of the holding were detained on charges of ''bribing the judicial officials.'' Besides Ersin Pamuksuzer and Saner Ayer, five lawyers including Supreme Court of Appeals member Ergul Guryel's son Cenk Guryel, who is a lawyer, are also being interrogated.

ZORLU-RUSSIAN CONSORTIUM SUBMITS HIGHEST BID FOR TUPRAS
Zorlu-Efremov consortium submitted the highest bid for privatization of Turkish Oil Refineries Corp. (TUPRAS), the biggest industrial organization of Turkey, with the 1 billion 302 million U.S. dollars. A total of 65.76 percent of TUPRAS will be privatized. The market value of TUPRAS, which is an important corporation since it meets oil need of the army, is around 2 billion 353.4 million U.S. dollars.

THIS EU CAN'T JOIN EU
European Union (EU) member countries, which harshly criticize Turkey in every opportunity, has a very bad human rights report. There is everything in EU countries from torture with electricity to racism. Amnesty International's report for 2003 showed the human rights in EU member countries. The report warned EU that ''if it did not end human rights violations within its own borders, other countries would not take serious EU's suggestions about human rights.'' According to the report, only Luxembourg and the Netherlands are unproblematic among EU countries. There are cases in Germany in which people die under detention. Security forces act violently in France. Maltreatment in Italy's prisons continue. Even people who commit traffic crime are claimed to be tortured by electricity in Greece.

SCANDAL OF APPEALS
The court did not sentence suspects of the case filed after a group raided on Swissotel in Istanbul and took hostage 120 people to any punishment on charges of ''forming a gang and staging terrorism.'' The court sentenced the suspects to imprisonment terms which were ''lower'' than the expected. The appeals file of the prosecutor's office had deficiencies. The Supreme Court of Appeals Eighth Criminal Department upheld imprisonment terms of Chechen activist Muhammet Emin Tokcan and 12 other suspects who took hostage 120 people at Swissotel in 2001. But, the Department drew attention to negligence in appeals file of Istanbul Chief Prosecutor's office. According to the Department, separate punishments should be given to the suspects. But, this can't be a reason for annulment of the verdict since it was not written in the file.

ALONE IN ISTANBUL
Istanbul Mayor Ali Mufit Gurtuna could not reach any compromise with Republican People's Party (CHP) while Justice and Development Party (AK Party) is not positive towards his candidacy for Istanbul Mayor's Office in the local election to be held in March. Istanbul Mayor Gurtuna has been left alone. However, Gurtuna has not lost his hope.

ERDOGAN IS KEY MAN
U.S. Newsweek magazine issued an article which tells the importance of Turkey in the Middle East. The magazine used the expression ''wise man'' for Turkey and ''key negotiator'' for Prime Minister Recep Tayyip Erdogan.

INCIRLIK BASE BECOMES PROBLEM
Justice and Development Party (AK Party) became uneasy when U.S. soldiers were allowed to use Incirlik Base for rotation. Some deputies said that it was necessary to present motion, Justice Minister Cemil Cicek said that motion is not necessary. Deputies Goksal Kucukali and Faruk Unsal, who had voted against the earlier motions, said that this issue could not be solved with the decision of the United Nations and Council of Ministers and the government should send a new motion to Parliament.

INCIRLIK GAFFES OF GUL
Foreign Minister Abdullah Gul noted that decision that opens Incirlik Base to the United States was depended on U.N. Security Council Resolutions No.1483 and No. 1551. However, the United Nations does not have resolution No. 1551. Advisors of Gul said that Gul meant to say Resolution No. 1511, but that resolution, which was accepted on October 16, 2003, was adopted four months after the secret decision that was accepted on June 23.

NARROW FRAME TO SECULARISM
Republican People's Party (CHP) leader Deniz Baykal who said that the implementations of Justice and Development Party (AK Party) about issues such as republic and secularism were very clear, noted that AK Party was trying to camouflage its activities with its statements about secularism, adding that Turkey should not fall into this trap.

HEADLINE WRONG BUT ASK WHY?
Radikal daily's yesterday's headline was proved to be ''wrong.'' The news denied by Justice Minister Cemil Cicek was based on a document signed by Cicek. Yesterday's headline of Radikal saying ''Convicts of Sivas Events to be released'' is unfortunately wrong because a court will decide on the applications of the inmates to benefit from the ''return home law'' on February 17. This mistake was made because of statements that Justice Minister Cicek made as a response to a question motion. Cicek's response to the question motion prepared by a deputy of Republican People's Party (CHP) included an expression saying, ''42 convicts of Sivas events had not been released from prison although they benefited from the law.'' Upon Radikal's question if ''this information was accurate'', Cicek said, ''the note is signed at least by nine judges. It is true.'' Cicek, who denied the news, said, ''that note can be misunderstood.''

''CONSULTATION FOR CYPRUS''
When evaluating foreign policy, Prime Minister Recep Tayyip Erdogan said that the government made consultations with constitutional institutions for every step including Cyprus issue. Erdogan said that Turkey had strategic importance for European Union (EU). Erdogan noted, ''Cyprus will also be taken up in National Security Council (NSC) meeting. There is no difference of opinion.'' Erdogan, who is waiting for European Union (EU) Commission President Prodi, said, ''we are of strategic importance for EU. We will contribute to world peace through full membership.''

HIGHEST BID FOR TUPRAS IS FROM ZORLU
The privatization of Turkish Petroleum Refineries Inc. (TUPRAS) was given to Efremov-Zorlu consortium with one billion 302 million U.S. dollars.

INVITATION TO ERDOGAN
Christian Democrat group which has the most seats at European Parliament invited Prime Minister Recep Tayyip Erdogan to its 16th congress to be held in Brussels between February 4 and 5. Erdogan will attend the congress with the title ''Justice and Development party leader''. Leaders of 64 political parties from Europe will also attend the congress.

ANNAN PLAN CAN BE CHANGED IF SIDES ACCEPT
Thomas Weston, the special coordinator of the U.S. State Department for Cyprus, who paid a sudden visit to Brussels said they were pleased with the forming of new government in Turkish Republic of Northern Cyprus (TRNC). Noting that Dayton method which was suggested for the solution of Cyprus question would not be appropriate, Weston said that many international actors, especially the United States, would do its best for solution. He stressed that if sides accepted, some changes could be made in Annan Plan.

HIGHEST BID FROM ZORLU FOR TUPRAS
Efremov Kautschuk company, including Zorlu Holding, gave the highest bid with 1.3 billion dollars for Turkish Petroleum Refineries Inc. (TUPRAS) to be privatized. Privatization Administration will take the final decision about the tender.
