WARNING FROM ANKARA TO KURDISH GROUPS
Foreign Ministry issued a written statement and reacted against Kurdish groups who prepared constitutional draft only by considering Kurds and Arabs.
The statement, which was made on Friday, stressed that ''a determinative period has begun after announcement of the plan for new political transition process in Iraq on November 15, 2003.''
''The main philosophy of the plan constituting the compromise between the interim administration and the coalition administration is to hand over the sovereignty of the country to the Iraqi people and to include all sections of Iraqi people in this process. Therefore, steps to be taken in the beginning stage should conform to this main philosophy,'' it said.
Noting that Turkey was interested in territorial integrity of Iraq and the Iraqi people's tranquility as a neighboring country, the MFA said, ''all kinds of developments that can lead to a instability or an imbalance among the elements forming the Iraqi people will prevent this necessary harmony.''

TURKISH DRIVERS STUCK
Nearly 170 Turkish lorries, which brought the foodstuff sent by United Nations to Iraq, could not go to Arab region for 15 days as security could not be provided.
The lorry drivers said local authorities did not allow them to unload the foodstuff.

FIVE TRILLION FOR JEWELRY
The report on Uzans submitted to U.S. court said that the Uzans bought four yachts, two private jets, seven flats in Trump Tower and jewelry worth of trillions with the 2.6 billion U.S. dollars of source provided from Motorola and Nokia. The report of experts which was presented in the case filed against Telsim in New York showed the money transfer of the Uzans. Accordingly, a great deal of 2.6 billion U.S. dollars of source provided from Motorola and Nokia was embezzled by the Uzans through money laundering method. Thirty-six million U.S. dollars of that source was spent on yachts, 16 million on planes, 12 million on assets. The Uzans bought jewelry worth of 1.87 million U.S. dollars (equal to 2.7 trillion TL) from famous auction institution and 1,6 million U.S. dollars (equal to 2.2 trillion TL) from Cartier.

TURKMENS AND ARABS AGAINST FEDERATION
The Turkmens and Arabs in Kirkuk sent a statement to Iraqi Interim Governing Council and the United States. In their statement, Turkmens and Arabs said that civil war would start in Iraq in case a federation was formed and warned that then, Iraq would be divided.

BRAVO!
Aziz Akgul of the Justice and Development Party (AK Party) pioneered and supported Koc and Taris. Now, markets which will distribute food free of charge to millions of poor people are being established. The first ''food bank'' which will extend permanent nutrition support to two million people who are living under starving level will be established in southeastern Diyarbakir province and capital Ankara in January. The first supporters of this bank are Migros, Taris and Karadenizbirlik. The food banks which will be opened with the initiative of AK Party deputy Aziz Akgul from Diyarbakir will be like gross market. Akgul said that goods would be distributed to people who needed them directly and free of charge.

WORLD BANK SPEAKS HARSHLY TOWARD PRIVATIZATION ADMINISTRATION
World Bank criticized Privatization Administration Chairmanship saying, ''you have not made proper privatization so far. Your methods are wrong and ineffective.''
World Bank proposed consultation to be given to a company so that that consultant would carry out privatization process.

SPECIAL INTEREST IN SIX CAPITALS
The meeting, which was held with Turkey's ambassadors to 15 European Union (EU) member countries, Turkish Republic of Northern Cyprus (TRNC) and the U.N., decisions were taken to make Turkey start full membership negotiations in 2004.
Turkey will attribute a special importance to Paris, the Hague, Berlin, London, Rome and Washington within the decision process.

HERE IS TURKISH TYPE FREE UNIVERSITY!
Istanbul University (IU) administration launched 500 investigation about 100 students in three months. Forty-four students are not allowed to enter the university for a week. The IU administration continues practices which remind days of martial law. Five hundred investigation has been launched about around 100 students in the first three months of this education year on charges of hanging posters, distributing statements and making press statements. The administration found a new method a week ago. Forty-four students, whose investigation continues on charges of making press statement against Rector Alemdaroglu, are not allowed to enter university as a ''precautionary measure.''

SHE IS AT THE TOP EVEN IF SHE IS OVERPASSED
International Association of Athletics Federations chose Sureyya Ayhan the athlete of the year in 1,500 meters although she could not win the gold medal in the world championship. Sureyya Ayhan was listed among the five most successful athletes of the year in Europe.

2004 BUDGET PASSED FROM PRESIDENTIAL PALACE
President Ahmet Necdet Sezer ratified the 2004 budget law. The law foresaw that inflation rate should be reduced to 12 percent in both consumer prices index (CPI) and wholesale prices index (WPI).

EAST PARALYZED BY SNOW
Efforts continue uninterruptedly to re-open 350 village roads to traffic in eastern Mus province. Winter paralyzes daily life in eastern Turkey. Traffic can flow on only one lane on Mus-Bingol and Mus-Erzurum highways. Flight from Erzincan to Ankara was cancelled.

ZAMAN (CONSERVATIVE)

A GROUP OF YOUNG PEOPLE FROM GOLCUK LEAVE FOR IRAN
Rescue team, comprised of a group of young people from Golcuk, which had been devastated on August 17, were among those who got on the plane leaving from Iran.
Even the bags of the people were not controlled in Tehran Airport.
Iranian Airlines allocated its domestic lines for transportation of injured people.

55 KG C-4 EXPLOSIVES CONFISCATED IN RECENT OPERATIONS
Izmir Anti-Terrorism Department teams held an operation in Kadifekale district in Aegean Izmir province on December 24 and captured 15 kg of C-4 explosives.
It was reported that the explosives were prepared in Mardin and sent from Hakkari to Izmir.
The C-4 explosive device can be stick to everywhere and can be put inside a book. Only 100 gr of C-4 can make a car blow up.
Anti-terrorism teams also seized 40 kg of C-4 explosives in their operations.
