ANKARA - State Minister and Deputy Prime Minister Abdullatif Sener said on Thursday that the preliminary national development plan which was prepared to be submitted to the EU, was determined as 528 million Euros and 371.5 million Euros of that would be met by the EU.
Sener held a news conference the same day about the plan prepared by State Planning Organization.
Sener stressed that the plan was a document which planned financial assistance which the EU would provide to Turkey in the pre-accession period in respect of economic and social adjustment.
Sener stated that this was the first preliminary national development plan of Turkey, adding that the plan covered the years between 2004-2006.
Sener said that the plan targeted to use financial aid in an effective way in the pre-accession period and to start formation of the infrastructure regarding use of structural funds after membership.
Recalling that the budget of the EU within the scope of economic and social adjustment covering the years between 2000-2006 was 688 billion Euros, Sener said that 308 billion Euros of that was allocated to agricultural support and 235 billion Euros of that was allocated to economic and social assistance.
Sener remarked that Turkey would use 65 percent of 1.50 billion Euros of financial assistance which EU would provide, for developing institutional capacity and for adjusting the laws and 35 percent of it in investments related to economic and social harmony.
Sener listed the four points which constituted the basis of the strategy adding that ''the first one is increasing competition of enterprises, the second one is development of human resources and increasing employment, the third one is improvement of the infrastructural services and protection of environment and the last one is increasing the economic power of regions and decreasing the differences among regions.''
