Ankara Clarifies F-16 Upgrade Deal, Distances Contract from Retired U.S. General

Türkiye's National Defense Ministry pushed back on media reports suggesting a direct link between Lockheed Martin and the modernization of 216 F-16 aircraft, saying no bilateral contract exists between the company and the ministry itself.

The upgrade program is being conducted through a government-to-government foreign military sales arrangement. That intergovernmental agreement was signed on 26 April 2005 by Defense Minister Vecdi Gonul and then-U.S. Ambassador Eric Edelman, more than 16 months before retired General Joseph Ralston joined Lockheed Martin's executive board in August 2006.

The ministry said the U.S. government separately contracted Lockheed Martin because the firm is the sole manufacturer and authorized modernization provider for F-16 aircraft. It argued that linking Ralston to the project was therefore misleading, given the timeline of the original agreement.

Turkish Aerospace Industries (TAI) is participating in the program as a subcontractor.
