HERE IS DEFINITION OF CETIN'S ASSIGNMENT
Hikmet Cetin, one of former foreign minister of Turkey, was appointed to the position of NATO Senior Civilian Representative in Afghanistan. New assignment of Cetin, who will be a kind of political leader in this country, is defined in six articles. These articles are:
1- Cetin will be responsible for helping the Alliance to reach political-military aspects in Afghanistan.
2- He will be in contact with high-level officials of Afghan Transitional Authority.
3- He will be in coordination with representatives of other organizations functioning in Afghanistan like United Nations Assistance Mission in Afghanistan (UNAMA) and European Union (EU).
4- Cetin will contact with representatives of neighbor countries of Afghanistan in line with NATO politics and in direction of instructions of NATO headquarters.
5- He will work closely with representatives of Afghan non-governmental organizations and politicians and international non-governmental organizations.
And the last but the most important article:
6- He will be the senior civilian representative of NATO in Kabul.

PKK WARNING TO TALABANI
Prime Minister Recep Tayyip Erdogan warned Jalal Talabani, the Current President of Iraqi Interim Governing Council who came to Ankara yesterday. Erdogan warned Talabani that presence of the terrorist organization PKK in Iraq should be ended. Talabani said that ''they would not permit hostile actions towards Turkey.''

ATTENTION! THEY WILL EXPLODE CARS!
The warning of the United States that ''terrorist attacks could be staged by vehicles loaded with bombs'' was conveyed to the police departments of 81 provinces a day before the attacks on two synagogues in Istanbul. It has been revealed that the Directorate General of Security sent the report of the United States saying that ''vehicles loaded with explosives'' could be used in some terrorist attacks to the police departments of 81 provinces one day before the attacks on two synagogues which claimed lives of 25 people. The report which was sent to Ankara last week was given to the Directorate General of Security by U.S. officials. Although it was Friday, the Directorate General of Security warned all units against such attacks by an ''urgent'' message before the working hours ended. The special message wrote about information collected from several intelligence units and drew attention to the report sent by the U.S. government to ''share information'' with Turkey. The report said that planes and airline companies of the United States and some other countries, buildings where international organizations fulfilled their activities, common areas and embassy buildings could be the sight of such attacks.

WE ARE NOT IN EURO 2004
Our national football team had a big defeat. Latvia, one of the weakest teams in the Euro 2004 playoff, defeated our team. Turkish national football team is ranked the third in World Cup but we are not in Euro 2004. Our national football team drew with Latvia in the Euro 2004 playoff match 2-2. Our team which firstly led Latvia 2-0 in the home match later lost its chance to join Euro 2004. Turkey was defeated by Latvia in away match 1-0.

TWO SYNAGOGUE BOMBERS IDENTIFIED
Istanbul Governor Muammer Guler gave identities of the suicide bombers who staged Saturday's attacks on two synagogues in Istanbul. According to DNA tests, Mesut Cabuk staged the attack on Beth Israel Synagogue while Gokhan Elaltuntas was responsible for the attack on Neve Shalom Synagogue. Both suicide bombers were from eastern Bingol province.

TALABANI PROPOSES TURKISH COMPANIES TO UNDERTAKE CONSTRUCTION OF 42,000 KM HIGHWAY
Iraqi Interim Governing Council Current President Jalal Talabani gave Turkey the list of projects to be carried out in his country. The list includes construction of 300 bridges, one and a half million dwellings and 42 thousand kilometers of highway.

HEZBOLLAH BEHIND SYNAGOGUE BLASTS
It has been revealed that Mesut Cabuk and Gokhan Elaltuntas, who staged the bomb attacks on two synagogues in Istanbul, and Azad Ekinci and Feridun Ugurlu, who provided logistic support to the attack, were members of terrorist Hezbollah organization. Officials of the Directorate General of Security who are experts in terrorism stress that the bomb attacks were similar to the attacks staged by Al Qaeda and search for connection between Hezbollah militants and Al Qaeda. Security officials had seen traces of Hezbollah in former bomb attacks on synagogues. It was revealed that Hezbollah provided logistic support for the first attack on Neve Shalom Synagogue staged on September 6, 1986 which was also a Saturday. Huseyin Velioglu, the head of the terrorist Hezbollah organization, gave the instructions for the second attack on the synagogue staged on March 1, 1992.

''TURKISH SOLDIER SHOULD LEAVE REGION''
Iraqi Interim Governing Council Current President Jalal Talabani had expected to be welcomed as prime minister in Turkey but he could not see what he had expected. Members of the government were not at the airport to welcome him while no flags were hung on the car allocated for Talabani. Iraqi Foreign Minister Hoshyar Zebari said that ''Turkish soldiers on duty in north of Iraq should leave the region because there was no more any reason for them to serve the region.''

TRANSPARENT NSC PERIOD
The government sent a draft law on National Security Council (NSC) to parliament. NSC regulation can't be kept secret from now on. The government, which has taken action with discussions on secret regulation of NSC that were started by the Radikal daily, sent the draft law which will enable transparency to parliament. If the draft law is accepted, cadres in NSC Secretariat General can no more be ''secret.'' The draft law, which foresees that appointments to the positions in the Secretariat General should be issued in the Official Gazette, will abolish the expressions ''secret'' and ''with secrecy'' in the current NSC law. The preamble of the law refers to European Union (EU) adjustment process which has caused a change in the structure of NSC.

PRAISES FROM TALABANI
Patriotic Union of Kurdistan (PUK) leader and Iraqi Interim Governing Council Current President Jalal Talabani met with Prime Minister Recep Tayyip Erdogan and Republican People's Party (CHP) leader Deniz Baykal. Talabani, who said that ''Turkey was their neighbor and brother'', was responded by ''we are interested in Iraq not you in person. Relations with Iraq will continue without any reservations.''

EUROPE ANSWERS AT LAST
Statement of Justice Minister Cemil Cicek referring to some European countries regarding bombs that exploded in Istanbul that ''they should not only send condolence messages but support Turkey's fight against terrorism'' had repercussions in Europe. French Le Figaro and German Tagesspiegel dailies entitled their article as ''wrong tears'' and wrote that Europe had left Turkey alone in fight against terrorism for years as if they were considering Cicek's words right. Drawing attention that ''bomb attacks on two synagogues in Istanbul made European countries face to face with a reality'', the western papers asked countries to do more than sending messages of condolence to Turkey.

INVESTIGATION LAUNCHED REGARDING YILMAZ
Deputies of Justice and Development Party (AK Party) requested that a parliamentary investigation should be launched regarding former prime minister Mesut Yilmaz and former state minister Gunes Taner on charges that they directed the participants in Turkbank tender.

FIVE MESSAGES FROM ANKARA TO TALABANI
Prime Minister Recep Tayyip Erdogan, who received Iraqi Interim Governing Council Current President Jalal Talabani and accompanying delegation, expressed Turkey's sensitivity about Iraq's future. Here are five messages given to Talabani during his meetings:
1- We want to see Iraq as a country which has preserved its territorial integrity and political unity from now on.
2- All ethnic and religious circles should have the right to be represented in Iraqi administration according to their population.
3- Iraq should not be a shelter for terrorist organizations. Presence of the terrorist organization PKK/KADEK should be ended immediately.
4- Security of Kirkuk-Yumurtalik Oil Pipeline should be ensured quickly. Measures should be taken against sabotage.
5- Economic and humanitarian assistance should not be prevented. Turkey's project to build a hospital in the region should be supported.

AGREEMENT REACHED WITH RUSSIA ON NATURAL GAS
Energy and Natural Resources Minister Hilmi Guler said that they had reached a compromise with Russia in their 11-month negotiations on natural gas. Guler announced that they agreed on a reduction in amount of compulsory payment whether natural gas is taken or not and a single price. Thus, Turkey has been saved from paying 15 billion U.S. dollars of obligation in the long term.
