ANKARA - Current President of Iraqi Interim Governing Council Jalal Talabani said on Wednesday in his meeting with Prime Minister Recep Tayyip Erdogan that the Constitution would be made in 2005 and it would envisage a federative structure.
Talabani said that the Constitution would be made after the elections which were planned to be held in 2005. He added that the arrangements both in temporary Constitution and the one to be prepared would be made with the participation and conformity of all ethnical elements in Iraq.
Noting that the Constitution would be democratic and federative, Talabani said that ethnical elements should be represented in central government in proportional with their power and majority.
Talabani said that authorities regarding defense, finance, foreign affairs and planning would belong to central government.
Talabani and Council members said that they were representing basic powers in Iraq and majority of Iraq, not the whole Iraq.
Iraqi Foreign Minister Hoshyar Zebari said that the situation in Iraq was variable and settling the issues would take time, but national unity was provided at the moment.
Zebari said that powers which formed Interim Governing Council would be effective in the future of Iraq and added that they represented the unity of Iraq though not the whole Iraqi people.
Zebari said that members of council and Iraqi people were friend of Turkish people and respecting Turkish government, people and army. He added that Turkey's decision on not sending soldiers to Iraq was a right decision and they congratulated Turkey for this decision.
Zebari said that they did not want neighbor countries to send soldiers to Iraq as principle.
