ANKARA - Turkey on Friday expressed pleasure over the U.N. Security Council resolution no: 1511 which was adopted unanimously about Iraq.
Foreign Ministry issued a statement and said Security Council exhibited the harmonized unity which the international community expected from it, stating that this gave confidence to Turkey both for effectiveness of U.N. system and for future of Iraq. The statement wished the same understanding to continue in the future.
The statement said U.N. resolution underlined that political transformation period in Iraq should be accelerated as far as possible, and that it revealed which steps would be taken in this process, adding that the decision also included new arrangements aiming at installation of stability and security which were preconditions of restructuring Iraq in political, social and economic areas.
Stating that the U.N. members should contribute to this mentioned force, including military forces, the statement called for international community to make necessary contributions to restructuring of Iraq.
The statement said U.N. resolution no:1511 reiterated determination of international community to fight against terrorism at the highest level.
The statement said, ''it is very important that all the sections in Iraq should fulfill their responsibilities to implement this resolution successfully, which presents a new perspective to accelerate transition period in Iraq.''
The statement said formation of a prosperous and stable Iraq, whose territorial integrity and political unity were protected, constituted Turkey's vision toward Iraq, stressing that reaching this goal was for the benefit of regional countries and international community as well as Iraqi people.
The statement said Turkey was determined to expend every kind of efforts to overcome this difficult period.

GUL: DEBATE ON INTERNATIONAL LEGITIMACY HAS BEEN OVERCOME WITH U.N. RESOLUTION

Foreign Minister and Deputy Prime Minister Abdullah Gul said on Friday that the debate as to whether there was international legitimacy or not was overcome by the adoption of the U.N. Security Council resolution on Iraq.
Gul replied to questions of journalists in Malaysia.
Noting that he carefully examined the recent resolution of the U.N. Security Council, Gul said that this was a step and positive development in Iraq's normalization process.
Gul said that an indirect schedule was foreseen in the resolution for holding elections in Iraq, adding that a role was given to U.N. like the role given to it during the Gulf Crisis in 1990.
Recalling that an invitation was made to countries which wanted to give troops to the coalition in Iraq by the resolution, Gul said that these were the issues on which Turkey insisted from the beginning.
Gul said that Turkey gave the first calendar for Iraq and it put a period of one year to the motion, adding that U.N. Security Council also mentioned a period of one year. Gul stressed that the resolution referred to the territorial integrity and political unity of Iraq, and it also condemned the attack on Turkish Embassy in Baghdad.
Gul noted that Turkey would go to Iraq not as occupier, but to save the Iraqi people, adding that he explained all foreign officials he met in Malaysia that ''the Turkish government only got the authority and the government would decide when to use that authority.''
Gul said that Turkey must be sure of the mission it would serve in Iraq, adding this would come out during the negotiations to be made with the U.S.
Regarding sending soldiers to Iraq, Gul said that ''Turkey is not in a hurry, it is the Iraqi people who are in a hurry. We don't have such a powerful desire, we are not obliged or passionate about sending soldiers.'' Gul said that Turkey would give its decision by assessing the incidents within its interests.
When reminded about the words of Iraqi Kurdistan Democrat Party (IKDP) Massaud Barzani who said he would resign in case of deployment of Turkish soldiers in Iraq, Gul said that the archives of Foreign Ministry were full of thank-you letters of such groups. Gul said that he didn't approve the attitude of Barzani toward Turkey and Turkish soldiers, adding ''it was Turkey, not Europe, Arabs, or no other countries protected Kurds in Iraq for the last 15 years.''

TURKEY HAS CONCERNS THAT IT MAY BE EXCLUDED WHEN OTHER COUNTRIES SEND SOLDIERS TO IRAQ FOLLOWING NEW U.N. RESOLUTION

Turkey has concerns that it may be excluded when other countries send soldiers to Iraq after the new United Nations (U.N.) Security Council resolution.
Diplomatic sources recalled on Friday that new resolution of the U.N. Security Council permitted dispatch of foreign soldiers to Iraq and said that Turkey could be excluded when other countries sent soldiers to Iraq.
The sources said, ''if everybody goes to Iraq, we may remain outside.''
The new resolution added new facilities to the resolution no 1,483, the sources noted.
The sources stated that there was an article against terrorism in that resolution and defined that decision which foresaw Iraq's territorial integrity and envisaged that Iraq should be left to the Iraqi people was ''an important step taken in the right direction.''
The sources said that in case Turkey did not send soldiers to Iraq, Pakistan and India would not send soldiers either.
Diplomatic sources implied that there was a communication problem with the Americans.
Stating that Turkey was waiting for a reply from the U.S. officials to start talks, the sources said that no reply had been given by the Americans yet.
The sources drew attention that U.S. officials were expressing views through press.
''The ball was in United States' court,'' the sources said.
The sources noted that the United States should firstly persuade the Iraqi Interim Governing Council which was appointed by itself.
Pointing out that U.S. Defense Secretary Donald Rumsfeld said that it would take some time, the sources said that ''they had difficulty in understanding the Americans in Iraq.''
Diplomatic sources pointed out that there was no doubt that there was need for additional security measures in and around Turkey's Embassy in Baghdad after a suicide attack had been staged against the embassy earlier this week.
