LAPPEENRANTA - If Turkey does not fulfil its obligations under the additional protocol that foresees the implementation of the customs union for 25 European Union members, topics in regard to single market may not be opened, said Erki Tuominija, EU rotating president Finland's Foreign Minister, on Saturday.
