TURKEY IN IRAQ FOR PEACE AFTER 86 YEARS
Turkish army, which had withdrawn from Baghdad in 1917, this time goes to Iraq to restore peace.
Parliament took a historical decision in secret session yesterday. Motion, authorizing the government for dispatch of soldiers to Iraq, was approved this time. Republican People's Party (CHP) rejected the motion. Seven parliamentarians from Justice and Development Party (AK Party) rejected the motion and six others did not participate in the voting.
During the years of World War I, Turkish soldiers had withdrawn from Baghdad in March 1917, and from Mosul in October 1918. Iraq's current territories were parts of the Ottoman Empire for 384 years.

GUL: WE WILL BE STRATEGIC PARTNERS AS BRITAIN
Foreign Minister Abdullah Gul revealed Turkey's position in Iraq as ''third partner'.
Giving information to parliamentarians in Parliament, Gul said, ''our position will be the same as Britain''.
Gul said one or two division of soldiers might go to Iraq.
U.S. State Secretary Colin Powell called Gul on the phone and thanked to him.

PERMISSION GIVEN
Parliament adopted motion on dispatch of soldiers to Iraq this time. Parliament paved the way of sending soldiers to Iraq without a need for a United Nations (U.N.) resolution. Ninety-nine Justice and Development Party (AK Party) deputies had votes against a similar motion on March 1 while only seven deputies cast against votes this time. All deputies of Republican People's Party (CHP) cast votes against the motion.

POSSIBILITY OF SABOTAGE IN BURGAZADA FIRE INCREASES
Istanbul Mayor Ali Mufit Gurtuna said that the fire on Burgazada was said to start from three or four different places, adding, ''it can be a sabotage.''

AND IMAM HATIP LAW IN PARLIAMENT
The draft law which lifts different coefficient applied to students of normal high schools and that of students of imam hatip high schools which give theological education in entrance to higher education was submitted to parliament. The draft limits authorities of the Higher Education Board (YOK).

MOTION APPROVED THIS TIME
The crisis which the government went through on March 1 did not take place again and most of Justice and Development Party (AK Party) deputies voted for the motion on deployment of Turkish Soldiers for one year in Iraq in the Parliamentary General Assembly. Republican People's Party (CHP) voted against the motion and two deputies cast abstaining vote in the closed session.

TREASURY HOLDS TWO AUCTIONS
Treasury Undersecretariat held two auctions on Tuesday, including 182-day bond and 385-day debenture bond auctions. The composite interest in 182-day discounted bonds became 30.53 percent and the simple interest became 28.50 percent. The 182-day discounted bonds will be repaid on April 7, 2004. The composite interest in 385-day debenture bonds became 30.29 percent and the simple interest became 30.53 percent. Those bonds will repaid on October 27, 2004. The net sale was 2 quadrillion 669.5 trillion Turkish liras in the two auctions.

PARLIAMENT AUTHORIZES GOVERNMENT FOR DISPATCH OF SOLDIERS
The motion, which was prepared after consultations with United States, and which was prepared without looking for ''international legitimacy'' passed from the parliament. The motion was adopted by 358 votes against 183 votes.
The motion seeks parliament's permission under Article 92 of the Constitution for one year to send Turkish Armed Forces soldiers to Iraq -its scope, limit and time to be determined by the government- to contribute to security and stability there and to authorize government to make necessary regulations about the task and usage of these forces.''

DIZAYEE: FIND ANOTHER CORRIDOR
Iraqi Kurdistan Democratic Party (KDP) representative in Ankara Safeen Dizayee said Turkey would be in the position of ''occupier'' like other countries in case it sends soldiers.
Dizayee said they were not positive about deployment of Turkish soldiers in any region of Iraq, stating that Turkish soldiers should find another corridor for itself to pass to north of Iraq.
Dizayee said attacks to Turkish lorry drivers should be taken into consideration seriously.

MOTION IS ADOPTED
The motion on sending soldiers to Iraq was adopted in the parliament by 358 votes. In return to the 183 votes against the motion, the motion was adopted. Two persons abstained from voting. The Republican People's Party (CHP) voted against the motion by its 175 members. The tough attitude of Prime Minister Recep Tayyip Erdogan who asked AK Party deputies to support the motion caused all AK Party deputies to approve the motion.

FATE OF TURKISH LORRY DRIVERS UNKNOWN
Turkey is concerned about the fate of the Turkish lorry drivers who were attacked during the clash that started between the people and American soldiers in Iraq two days ago. One of the Turkish lorries who returned from Iraq said that he saw three dead bodies in the scene.

IT IS OK THIS TIME
Prime Ministry motion on dispatch of Turkish soldiers to Iraq, was adopted with the votes of Justice and Development Party (AK Party) in a historical session of Parliamentary General Assembly.
A total of 543 parliamentarians participated in the voting. The motion was adopted with 358 votes in favor. Two parliamentarians remained abstained. The government thus got permission to send soldiers to Iraq for one year.

OPEN INVITATION TO PAKISTAN
State Minister Kursad Tuzmen said Pakistani entrepreneurs could not benefit sufficiently from advantages of 21 free zones in Turkey and called Pakistani companies to make investment in Turkey.
Delivering a speech in a seminar on ''Turkey-Pakistan Economic and Commercial Cooperation'', Tuzmen said that they wanted to further develop economic and commercial relations with Pakistan and stated that there were many opportunities in Turkey for Pakistani companies.
Stating that cooperation between companies of the two countries was not sufficient, Tuzmen said that there were only 23 Pakistani companies in Turkey. He added, ''there are 21 free zones in Turkey. Pakistani companies cannot make good use of those zones. Such mutual visits are of great importance for development of commercial relations between Turkey and Pakistan.''

BOTH UNITED STATES AND EUROPEAN UNION PLEASED WITH TURKEY'S DECISION
Adoption of motion on dispatch of soldiers to Iraq was welcomed by the United States and the European Union (EU). U.S. State Secretary Colin Powell called Foreign Minister Abdullah Gul, expressed pleasure with the decision of parliament, and thanked for the decision. Gul said that Turkey took the decision to help stability in Iraq and noted that Turkey expected the United States to concrete steps taking seriously Turkey's sensitivities in following contacts.
