HURRIYET (LIBERAL)

YSK TO TAKE DECISION ON SATURDAY IN CASE THERE IS NOT A SURPRISE
Higher Election Board (YSK) will take its decision on Saturday in case there is not a surprising development.
According to the officials of jurisdiction, majority of YSK members think there was no need for renewal of November 3 elections.
Those who defend rejection think that, ''we had earlier rejected application of DEHAP. One year passed after the elections. Oppositions should be rejected, and result of election should be accepted as it is.''

MOTION TO BE ON PARLIAMENT BETWEEN OCTOBER 8 AND 9
Government is getting ready to send a motion, pertaining to dispatch of soldiers, to Parliament next week. Nothing was put on to the agenda of the parliament between October 8 and 9.

JOINT FIGHT FOR PKK-KADEK
Turkey and United States agreed to fight against PKK-KADEK. Turkey will have every kind of contribution, including military, for eradication of PKK from the region. All financial sources of the organization will be cut.
U.S. State Secretary Colin Powell said they had given assurances to Turkey of PKK.

THERE IS COMMUNICATION GAP
Prime Minister Recep Tayyip Erdogan responded to criticism of commanders for the loan condition saying, ''there is communication gap'' and added, ''information should be gained from its source.'' The statement of the Chief of General Staff and commanders that they were uninformed about the northern Iraq condition of the 8.5 billion U.S. dollars of loan agreement with the United States led to discussions. Erdogan said, ''if information is gained from its source, there will not be any problems.'' Meanwhile, conditions for the loan have been available on the web-page of U.S. Congress since April 16. Recent reaction of the General Staff has revealed that concerned officials had not held any meeting on condition of the loan since this date.

CYPRUS CRISIS WITH OIC: WHAT KIND OF ISLAM BROTHERHOOD IS THIS?
A report stressing that ''Greek Cypriot administration was recognized as the government of Cyprus'' was presented in the ministerial meeting of the Organization of the Islamic Conference (OIC) in New York. Turkey, who reacted to the report, was only supported by Pakistan and Azerbaijan.

FIVE HARD STROKES ON PKK
Turkey and the United States reached a compromise on a five-stage plan for elimination of the terrorist organization PKK/KADEK from Iraq. The prior target is to cut financial sources of the organization. Military intervention in the terrorists is the final stage of the plan. Turkish soldiers can enter north of Iraq.

DANGER IN PRESS
Press organs extended support to the warning of the president and prime minister that ''monopolism is the biggest threat against media.'' After Prime Minister Recep Tayyip Erdogan's statement that ''they will not permit monopolist mentality in media,'' President Ahmet Necdet Sezer also made a similar warning during opening ceremony of the parliament. Sezer said, ''media's becoming a commercial characteristic by monopolism and link between media and politics will degenerate democracy.'' These two statements had repercussions in press organs. Turkish Journalists' Association said, ''the president wanted to draw attention of parliament to monopolism in media. He expects the parliament to take steps to prevent it.''

ELECTRICITY POWER PLANT ON STRAIT
Energy and Natural Resources Minister Hilmi Guler announced the plan which he defines as ''Zihni Sinir project.'' Guler said, ''we will produce electricity from current on Istanbul Strait. Off Arnavutkoy is suitable for power plat. Turbine will be planted in the middle and current will operate the propellers.''

CUMHURIYET (LEFT)

Justice and Development Party (AK Party) government, who earlier said there was ''no condition'' for the 8.5 billion U.S. dollars loan, made statements after reactions of the military. Prime Minister Recep Tayyip Erdogan said, ''we will decide whether or not to use the loan when time comes''.
AK Party group deputy chairman Celik said the loan was suspended at the time being.
Foreign Minister Abdullah Gul made an interesting defense and said the provision on ''northern Iraq condition'' did not bind Turkey.

SET OF QUESTIONS FROM GERMANY
Germany will give Turkey a ''set of questions'' to deport Metin Kaplan, son of Cemalettin Kaplan, known as ''Black voice'' in Turkey, the head of the Union of Islamic Communities and Societies that was banned in Germany.
The set of question, which will be conveyed to Justice Ministry, will ask whether or not the decision, taken about Kaplan in Turkish courts, was in line with ''fair trial''.

ELECTION DEFINITE, CANCELLATION IMPOSSIBLE
Constitutional Court Deputy Chairman Hasim Kilic was also involved in the discussions on cancellation of elections which started after the decision on Democratic People's Party (DEHAP). Kilic said that Higher Election Board (YSK) did not have the authority to cancel final results of elections and added, ''taking a contrary decision will cause serious problems for legal security.'' Kilic noted, ''in accordance with regulations, YSK's decisions are final. The Constitution does not authorize YSK to make a contrary decision. If election results are cancelled a year later, election results can always be cancelled in the future.''

MILITARY COOPERATION AGREEMENT WITH ALGERIA
The framework agreement foreseeing cooperation in military and defense between Turkey and Algeria was signed by Chief of General Staff Hilmi Ozkok and Algerian Chief of General Staff Mohammad Lamari. Ozkok said that the agreement would lay the legal groundwork of military relations to be established between two countries. Ozkok added that Turkey and Algeria could more efficiently contribute to settlement and maintenance of regional and global peace thanks to the agreement.

TUSIAD: ELECTIONS WILL BE CALAMITY WHEN STABILITY IS REACHED
Turkish Industrialists' and Businessmen's Association (TUSIAD) Chairman Tuncay Ozilhan said, ''there is political stability, and economy progresses toward stability. I don't see any land mines that will disrupt balances and create uneasiness for us, but there should not be political instability. Early elections is one of those land mines.''

COOPERATION AGAINST TERRORISM
Turkish and U.S. delegation, who convened in Ankara, discussed joint action plan that would be carried out against PKK-KADEK in north of Iraq. U.S. official Cofer Black said they were frank, stating that PKK was a terrorist organization, and don't have any place in north of Iraq.

DEHAP TO APPEAL ECHR
Democratic People's Party (DEHAP) leader Tuncay Bakirhan said they would apply to European Court of Human Rights (ECHR) for the decision taken by Supreme Court of Appeals against them.
Bakirhan said, ''chief prosecutor completed the case in a very short time like six months. No warning was sent to DEHAP in this period. We think of bringing the issue to ECHR if we fail to get a result from domestic legal means.''

ERDOGAN TO BE IN ROME FOR EU
Prime Minister Recep Tayyip Erdogan will got to Rome to attend the summit of Heads of State and Government of the European Union for the opening of the Intergovernmental Conference.
Erdogan will participate in morning session of the conference and later will have bilateral meetings.
