NEW MASTER OF EUROPE
Besiktas soccer team defeated British soccer team Chelsea 2-0 in Champions League on Wednesday and left its mark on Europe.
Besiktas wrote a history in London although it was left as 10 players after Ilhan was excluded from the match.
Sergen scored two goals.

OPPOSITION TO CONDITIONAL LOAN
Military showed reaction to conditional loan agreement signed with the United States. Chief of General Staff Gen. Hilmi Ozkok said the issue was not asked to them. Deputy Chief of General Staff Gen. Ilker Basbug said they did not approve signing of the agreement.
Land Forces Commander Gen. Aytac Yalman said, ''the government had decided to sign the loan agreement. General Staff also did not know about it. We learned it from newspapers. Connecting the loan with military created uneasiness,'' he stated.

VERHEUGEN: YOU WILL BE OCCUPIER
European Union (EU) Commissioner for Enlargement Guenter Verheugen called for starting negotiations again over Annan Plan in Cyprus. Verheugen said, ''Greek Cypriots will have veto right in December 2004. Turkey's existence in Cyprus will mean occupying a member of EU.''

LOAN CONDITION IS MEANINGLESS
It is revealed that Turkish Armed Forces (TSK) did not know about the condition of 'not entering north of Iraq' that took place in the loan agreement signed with the United States. Chief of General Staff Hilmi Ozkok said, ''our view was not asked. The issue of sending soldiers to Iraq and the loan issue should be taken up separately,'' and he emphasized their uneasiness about it.

ARMENIAN CRISIS AGAIN
A crisis started between Turkey and Switzerland when Vaud canton of Switzerland recognized so-called Armenian genocide. Ankara cancelled the official visit of Swiss Foreign Minister Micheline Calmy-Rey to Turkey.

OZKOK: LOAN WAS NOT ASKED TO US
Chief of General Staff Hilmi Ozkok said that the government did not ask their view regarding the condition of loan worth of 8.5 billion dollars. Ozkok added, ''loan and sending soldiers to Iraq are different issues.''

FIRST PRAISE TO AK PARTY THEN FLOWER TO CHP
The Parliament was opened with the speech of President Ahmet Necdet Sezer. Sezer praised the government for its efforts on the European Union (EU) issue. He emphasized the importance of restriction of political immunities while speaking about fight against corruption and was applauded by Republican People's Party (CHP) members.

CRISIS WITH SWITZERLAND
There is a diplomatic crisis between Turkey and Switzerland. The crisis, which gradually increased after decision of Switzerland's canton of Vaud Parliament to adopt so-called genocide on Armenians became more concrete after statements of Swiss Foreign Minister Micheline Calmy-Rey.
Turkey wanted Calmy-Rey to call off her scheduled visit to Turkey that was planned to take place on October 6.
Canton of Vaud on September 23, 2003 had accepted a decision recognizing so-called genocide on Armenians.
The decision not only recognizes so-called genocide on Armenians, but also questioned the Lausanne Treaty which was the foundation of Turkish Republic.
DON'T HARM DEMOCRACY
President Ahmet Necdet Sezer said ''right to rule belongs to the political ruling which comes to the power by elections in pluralist democracies. However, unlimited majority administration, in other words the absolute sovereignty of majority is not accepted. Understanding and making use of different views is a requirement of the system,'' Sezer noted. ,

LOAN DISTRESSES SOLDIERS
The uneasiness of soldiers from U.S. loan worth of 8.5 billion dollars was revealed during the reception of Parliament Speaker Bulent Arinc. Land Forces Commander Aytac Yalman said, ''we do not know loan agreement and we are uneasy about the establishment of connection between the loan and the issue of sending soldiers to Iraq.'' Agreeing with Yalman, Chief of General Staff Hilmi Ozkok said that his view was not asked.

VERHEUGEN: EU PATH IS OPEN TO YOU
European Union (EU) Commissioner for Enlargement Guenter Verheugen said that the Progress Report would say if Turkey fulfilled political criteria, it would become EU member. He added that without doubt Turkey was closing to this. Verheugen said that if a solution could not be found in Cyprus until May 1, 2004, it would mean that an EU candidate was occupying an EU member.

FEAR FOR ELECTION
As Turkey turned its eyes to Higher Election Board (YSK) whether or not to annul elections, warnings began to be made that a new election would cost much to the country. Finance Minister Kemal Unakitan said, ''Turkish nation can bear everything, but cost of the election should be taken into consideration. Foreign investors will not come to Turkey if stability is disrupted.''
Koc Holding's Executive Board Chairman Mustafa Koc said a very positive stability was reached at the moment, stating that, ''we suffered a lot from indefiniteness, and cost of this had always been serious. I hope Turkey will not enter into a new indefinites from now on. We wish the situation to continue as it is.''

PRESIDENT SEZER: DON'T GIVE UP PROGRAM
President Ahmet Necdet Sezer, who addressed the Parliament, stated that stability was reached in Turkey, wanted economic program to continue and called for political immunities to be limited to put an end to corruption.

MILITARY HELICOPTER BURNS INJURING 11
Fuel tank of a military helicopter, belonging to Diyarbakir Gendarme Air Group Command, was perforated and burned during landing and 11 people were injured in Semdinli town of eastern Hakkari province.
Four injured, who were in bad condition, were taken into Gulhane Military Medical Academy (GATA) and other injured people were under treatment in Hakkari Military Hospital.
Releasing a statement, General Staff Headquarters Press Center said that an MI-17 type helicopter, belonging to Diyarbakir Gendarme Air Group Command, harshly landed at Hakkari Mountain and Commando Brigade Command Helicopter Runway at 11.57 p.m. today.

FROM ERDOGAN TO PARLIAMENTARIANS: I DON'T WANT SURPRISE IN MOTION THIS TIME
Prime Minister Recep Tayyip Erdogan, who addressed group meeting of Justice and Development Party (AK Party) said the government could send the motion to Parliament at any moment.
Warning the parliamentarians, Erdogan said, ''I don't want a result similar to March 1 motion. Interests of the country require this.''

MILITARY WAS UNINFORMED OF ''NORTH OF IRAQ CONDITION'' FOR LOAN
General Staff felt uneasy over linking 8.5 billion U.S. dollars loan, signed with the United States, to the condition of ''not entering north of Iraq''.
Chief of General Staff Gen. Hilmi Ozkok said, ''I can not say anything as our views were not asked. We were not given information. We learned it from media. The loan and dispatch of soldiers should not be connected.''
Prime Minister Recep Tayyip Erdogan stressed that there was not any bargaining with the United States in fight against PKK/KADEK.
Meanwhile, State Minister Ali Babacan said contents of the loan agreement had been announced long before.
