Prime Minister Recep Tayyip Erdogan said, ''we will be pleased with those who help construction and development in this country, and those who disrupt investors will find us in front of themselves.'' Erdogan also gave the good news that natural gas prices will reduce eight percent on October 1.
Dogan Holding Executive Board Chairman Aydin Dogan said, ''those who pushed Turkey into crisis in 2001 and those who caused unemployment are only 10 families. How can we forgive those who put 43 billion U.S. dollars debt burden on the shoulders of Turkey?''

GUL: IRAQI ADMINISTRATION SHOULD NOT OPPOSE TURKISH SOLDIERS
Foreign Minister Abdullah Gul told foreign ministers of D-8 member countries that invitation from Iraqi Governing Council for coming of Turkish soldiers to Iraq, or statements that the Council was against coming of Turkish soldiers were important for dispatch of Turkish soldiers to this country.
Gul, who met with foreign ministers of countries that constitute D-8, gave information about the developments.
When Gul was reminded the statements that Iraqi Governing Council was against dispatch of foreign soldiers, including Turkey, he said in response that Turkey could not remain indifferent to the developments in its neighbor.

TURKEY TAKES SECOND PLACE IN EUROPEAN WOMEN'S VOLLEYBALL CHAMPIONSHIP
Turkey took the second place in the European Women's Volleyball Championship on Sunday. Turkey was beaten by the Poland 3-0 in the championship. Poland won its first European Women's Volleyball Championship after beating Turkey. Turkey was defeated 25-17, 25-14, 25- 17 by Poland. It was Turkey's first trip to the final. President Ahmet Necdet Sezer and his wife Semra Sezer who watched the match congratulated players of Turkish women volleyball team.

PRIME MINISTER ERDOGAN SAYS WE WILL PAVE THE WAY FOR PRIVATE SECTOR
Prime Minister Recep Tayyip Erdogan said that they would pave the way for the private sector. Erdogan who attended a opening of a school in Kelkit in northeastern province of Gumushane said that he would hold meetings with businessmen to pave the way for investment. Stating that 50 dams would be finished till the end of this year, Erdogan said that they would also make reduction in price of natural gas.

MEANINGFUL MESSAGE FROM ITALY: THINK POSITIVE
Italian Ambassador in Turkey Surdo said Turkey took important steps on the way to European Union (EU). Surdo said EU train would stop for Turkey to get on in case adjustment laws are implemented well.
Surdo said, ''I don't believe in the expression that 'Turks don't have friends other than Turks'' and noted that, ''we are your friends''.

CHAMPION OF HEARTS
Poland defeated Turkey 3-0 in Women's European Volleyball Championship.
The ''Golden Girls'' took the second place of Europe and introduced Turkish women to the whole world. Europe saw the success of Turkish women after Sureyya Ayhan.
President Ahmet Necdet Sezer and around 6,000 people watch the volleyball match.

HISTORICAL STAIN ON LOAN
School of Politics (SBF) lecturer Cagri Erhan said the government seemed that it had taken its decision on dispatch of soldiers long before, and stated that efforts were underway to create a reason for dispatch of soldier with the 8.5 billion U.S. dollars loan.
Erhan said another reason of the government was to ''preserve Turkey's red lines with dispatch of soldiers''. Erhan stated that, ''this is not right. Our interests with the United States in the Middle East and Iraq do not coincide. We should accept this from now on, and act accordingly.''
Erhan said the 8.5 billion U.S. dollars loan was the first economic agreement in Turkish-U.S. relations in which ''political conditions'' are imposed. He said no such conditions were included in any of the economic agreements signed between Turkey and the United States earlier.

PRIME MINISTER ERDOGAN SAYS THERE WILL BE REDUCTION IN NATURAL GAS PRICE
Prime Minister Recep Tayyip Erdogan said that there would be reduction in price of natural gas. Erdogan who opened a school in Kelkit in northeastern province of Gumushane said that natural gas would be sold to dwellings with 8 percent of decrease and it would be sold to industry with 7.5 percent of decrease as of October 1, 2003.

SUNNY DAYS IN TURKEY
There will not be rain across the country the following three days. However, there will be rain in central region and Black Sea region on Wednesday. State Meteorology Affairs officials said that it would be sunny across the country on Monday.

2004 SYNDROME IN SHUTTLE TRADE
Turkey has concerns over restriction which Russia will make in shuttle trade as of January 1, 2004. State Minister Kursad Tuzmen said that Turkey should sign a free trade zone agreement with Russia to remove restriction in shuttle trade.

PUBLIC MANAGEMENT DRAFT TAKES ITS FINAL SHAPE
Prime Ministry bureaucrats have been working on the Public Management Draft Law for months. Bureaucrats are about to complete works on the draft. The draft took its final shape in the Council of Ministers meeting last week. The draft will be submitted to the parliament on October 1.

HALF OF NEW U.S. LOAN TO BE USED IN SUNKEN BANKS
Zeki Sayin, the Chairman of Public Banks Joint Executive Board said the 8.5 billion U.S. dollars loan would be used in delay of debts of public banks.
Stating that they accelerated efforts to strengthen financial structures of state banks, Sayin said they worked hard to liquidate debts of previous periods.
Sayin said they could not collect approximately six quadrillion credit (nearly 4.8 billion U.S. dollars) that had been given to Ziraat Bankasi, Halkbank, and Emlakbank, most of which were given with political pressure.

GUL DISCUSSES PROGRESS REPORT WITH VERHEUGEN
Foreign Minister Abdullah Gul will meet with European Union (EU) Commissioner for Enlargement Guenter Verheugen in Brussels.
Turkey's Progress Report, which the Commission will issue at the beginning of November, constitutes main agenda item of the meeting.
The report is expected to express the pleasure felt over the steps taken by the government, but it was at the same time stated that some deficiencies would be stressed.
