TAX BOMB
Finance Ministry launches efforts to tax real income. Osman Arioglu, the Deputy Director General of Finance Ministry's Income Department summed up the new period as ''persons will not be able to pay tax to the state as they wish from now on.'' The Tax Council discussed the amendments planned to be made in taxation in its meeting last week. Arioglu said that the necessary laws would be adopted either in October or November and that the application of the laws would start in the beginning of 2004. Arioglu said that ''the amendments we will make, will constitute a whole with inflation accounting system which will start in the new year. We are in a hurry due to that reason.''

CENTRAL BANK INTERVENES IN U.S. DOLLAR
Central Bank intervened in the foreign exchange market when one U.S. dollars decreased to 1,373,000 TL yesterday. This has been the fifth intervention in the market. One U.S. dollar increased to 1,384,000 TL at the end of the day. Meanwhile, Istanbul Stock Exchange (IMKB) boosted with the news that the U.S. would give 8.5 billion dollars in loans to Turkey.

''WE'LL PERSUADE IRAQI PEOPLE''
Iraqi tribe leaders who came to Turkey two days ago said that ''we will inform our people about the targets of Turkey's coming to Iraq. We will ask our people to make cooperation with Turkish soldiers.'' The Iraqi tribe leaders gave the message to Turkey that ''Turkish soldiers can come to Iraq. We will persuade our people about it.'' The Iraqi tribe leaders met with Foreign Minister Abdullah Gul and Foreign Ministry Undersecretary Ugur Ziyal. The tribe leaders said that ''Turks know our customs and traditions. They won't frisk our women, or put sacks on people's heads like American soldiers do.''

AGENDA: PKK/KADEK
In the meetings with American officials from U.S. State Department, Defense Department and intelligence in Ankara, Turkish officials will discuss the issue of ending the existence of PKK/KADEK terrorist organization in Iraq. Today, a U.S. delegation will come to Turkey. American diplomatic sources said that the U.S. informed Turkey that it would not accept PKK/KADEK terrorists to stay in the region even if they give up arms. Sources noted that the U.S. monitored the practices after reassociation law was adopted and the U.S. side would get information about this process during the talks.

TURKISH SOLDIER BARGAINING
Celebi and four-member delegation who will come to Ankara today will officially ask for soldiers from Turkey. Ahmed Celebi, one of the nine members of Iraqi interim governing council and the council's chairman in September asked Turkey to send 10,000 soldiers to Iraq on condition that they would stay away from the Kurdish region and that they will be under the command of multinational U.N. force. The spokesman of Celebi said that the proposal would be conveyed to Prime Minister Erdogan in Ankara today.

REFORMS TO BE MONITORED
Turkey took initiative to overcome the prejudice in European public opinion about EU membership of Turkey. The government decided to set up follow-up and communication groups. Turkey which realized the importance of lobby activities in EU membership process, prepared an action plan to this end. Turkish politicians, scholars and artists who live in Europe will be asked to be voluntary envoys to promote Turkey. Foreign Minister Gul said while giving information to the press about the project that ''Turkey fulfilled Copenhagen political criteria and it reached the same level with EU countries on paper.''

FIRST MEETING AGAINST TERRORISM
Washington sends its foreign affairs, military and intelligence officials to Ankara to discuss issues related to fight with terrorist organization PKK/KADEK. The U.S. delegation is expected to start its meetings on Friday. During the talks, the Turkish and American side will discuss the steps to be taken to eliminate terrorists in the region.

AHMED CELEBI: WE DON'T WANT FOREIGN SOLDIERS
Ahmed Celebi, the chairman of the Iraqi interim governing council said that they would not ask anything from Turkey in meetings which would start today in Ankara. Noting that the Iraqi council didn't want new foreign soldiers to Iraq, Celebi said that ''we want to ensure the security in the country ourselves.''

GUL: ''NSC IN LINE WITH EU CRITERIA''
Foreign Minister and Deputy Prime Minister Abdullah Gul who announced that the fulfillment of Copenhagen criteria was completed, noted that ''today National Security Council (NSC) is not an executive, but recommendatory board. There are certain documents which are kept secret from the public opinion in all countries, the thing that matters is the control within the state system.''

MOBILIZATION FOR EU
Foreign Minister Abdullah Gul said that Turkey would try to get support from Europe to its EU membership by the promotion campaign it would carry out in Europe. Gul said that the campaign which would continue until December 2004 should be regarded as mobilization.

ERDOGAN: ECONOMY ON ITS TRACK
Prime Minister Recep Tayyip Erdogan said that the economy was on its track, adding that more surprising developments would take place in Turkey from now on. Prime Minister Erdogan who attended the foundation laying ceremony of Formula 1 Istanbul Grandprix facilities, said that ''we make many dreams come true, like Formula 1 investments.''

REFUGEE DRAMA IN MERIC
A total of 22 migrants who tried to proceed to Greek side from Meric river which separated Turkey and Greece, drowned. Officials said the number of dead people could increase. Five dead bodies were found on the Turkish side.

DENIZLI GOVERNOR YAZICIOGLU BURIED
Denizli Governor Recep Yazicioglu who died in hospital from severe injuries incurred in a recent car accident, was buried yesterday. Doctors had confirmed Yazicioglu's brain death last week, but he continued to live for few days with the help of a respirator. Yazicioglu's battle for life had ended after his other organs stopped functioning. Thousands of citizens from all over Turkey came to Soke, Aydýn for funeral of Yazicioglu. The funeral was just like that of former President Turgut Ozal.
