YAZICIOGLU PASSES AWAY
Denizli Governor Recep Yazicioglu, who was in a state of coma after being seriously injured in traffic accident last week, passed away on Monday.
Doctors had confirmed Yazicioglu's medical brain death on September 4, but Yazicioglu continued to live connected to a respirator. They said that Yazicioglu lost his life since his other organs stopped functioning after his brain death although he was connected to the respirator.
A funeral will take place in Foreign Ministry today, and Yazicioglu will be laid to rest in Soke Township in Aegean Aydin province.

WE WILL WAIT FOR TURKEY FOR THREE MONTHS FOR CEASE-FIRE
Osman Ocalan, member of so-called Chairmanship Council of terrorist PKK organization, accused Syrian administration, which had sheltered PKK/KADEK for years, of behaving viciously, and threatened this country.
Osman Ocalan, who talked through telephone in live broadcast of Medya TV the previous day, said United States itself determined Iraq policy, claiming that Turkey, with the voting on motion, lost its chance in being influential in Iraq. Ocalan said they unilaterally ended the 4-year cease-fire, and thus got rid of a burden.
Ocalan said they would wait for Turkey for three months to pull itself together, adding, ''from now on, we exclude wish for amnesty from our agenda. We don't want amnesty as we did not commit a crime. We will increase democratic activities after September 20.''

TURKEY SHOULD EXPLAIN ITS AIM WELL
A delegation from Iraqi Interim Governing Council will come to Ankara on September 11 to hold meetings regarding Turkish soldiers' undertaking mission in Iraq. The single Turkmen member of the council Songul Cabuk said that they needed Turkish soldiers in Iraq and added, ''but it is necessary to explain well that the aim is aid.'' Cabuk said that she could not give a sense to the statement of Iraqi Foreign Minister Hoshyar Zebari who said that they did not want Turkish soldiers. Cabuk said, ''we will exchange views on how Turkish soldiers will establish dialogue with people in Iraq. Iraqi people do not want Turkish soldiers to act under the control of the United States. It will be more appropriate for Turkish soldiers to come to Iraq with the decision of the United Nations.''

THREAT FROM TALABANI
Iraqi Patriotic Union of Kurdistan (PUK) leader Jalal Talabani repeated that they were against the intervention of Turkey to the north of Iraq and claimed that Iskenderun Port was belonging to Syria. Talabani said that they would support Syrian Arabs in Iskenderun issue in case of an intervention of Turkey to Kirkuk. Talabani rejected Turkey's presence in Iraq as ''Peace Force'', after Iraqi Foreign Minister Hoshyar Zebari stepped back from his statement as ''Turkish soldiers shall not come to Iraq''.

ANKARA FEELS UNEASY
Statements of U.S. President George W. Bush, in his ''Address to Nation'' created uneasiness in Ankara.
Diplomatic sources said the concern, created in Ankara with the statement of Bush that the north of Iraq was progressing to govern itself, is expected to be conveyed to U.S. side in a short time.
Recalling that Turkey's sensitivities toward the region had earlier been conveyed to the United States, officials underlined that this issue would be brought onto the agenda with this recent development.
Foreign Ministry wonders whether or not Washington gave up the idea that they would never allow establishment of Kurdish state. Nevertheless, the idea that Washington conveyed the message to Turkey that ''you will bear possible negative consequences of it if you don't send soldiers'' became more widespread.
Prime Minister Recep Tayyip Erdogan issued a statement on Monday evening and said ''we will not be emotional''.

INDUSTRIAL PRODUCTION INCREASES 11.9 PERCENT
Industrial production increased 11.9 percent in July 2003 when compared with July 2002.
A statement of State Institute of Statistics (SIS) said that industrial production increased 11.9 percent in July of 2003 over to the same month of the previous year from the result of monthly industrial production index.
SIS declared that manufacturing industry production increased by 12.8 percent, mining industry production increased by 4.7 percent, electricity, gas and water production increased by 6.4 percent in July of 2003 over to the same period of the previous year.

CRITICISM FROM CHP: GOVERNMENT IS ESCAPING FROM TAKING A DECISION
The statements of U.S. President George W. Bush caused uneasiness in Foreign Ministry. Foreign Ministry sources said that they conveyed many times the sensitivity of Turkey regarding the territorial integrity of Iraq to the U.S. administration. Republican People's Party (CHP) Deputy Group Chairman Haluk Koc evaluated the statement of Bush, who said that the north of Iraq was progressing to govern itself, as ''exemplary''. Emphasizing that Ankara reacted against Iraqi Foreign Minister Hoshyar Zebari, Koc said by addressing to Foreign Minister Abdullah Gul, ''your interlocutor is not Zebari; your interlocutor is the United States and the statement of Bush regarding Iraq.'' Meanwhile, CHP leader Deniz Baykal said upon a question regarding the statements of Gul, ''government's taking a decision according to the decisions of other institutions means escaping from responsibility. Army is under the service of politics. Such statements mean that the government is escaping from responsibility.''

KEY FOR DATE IS AEGEAN AND CYPRUS
The government took the message from high-ranking officials of the European Union (EU) regarding political criteria that it was time for practice and it does not want to risk the year 2004 by searching for consensus with Greece in the issues of Aegean and Cyprus.

IMF: MEASURES NEEDED
International Monetary Fund (IMF) Turkey Representative Odd Per Brekk, who thinks increase on the salaries of public workers is ''generous'', stated that serious budget measures would be necessary to reach target for primary surplus in 2004.

POLICE DON'T ABIDE BY CMUK
Parliamentary Human Rights Commission examined three police stations in Aegean Izmir province. The 126 people, who had been taken into custody in one of the police stations this year, did not want a lawyer under Code of Criminal Procedure (CMUK).
In most of the documents, the question ''do you want a lawyer?'' was not replied.
Izmir Bar don't know the telephone number of CMUK service. Some doctors gave reports that, ''there is no torture'' without examination.

UGLY CAMPAIGN FROM BRITISH PEOPLE
British media and officials launched a campaign to influence UEFA and referees for Turkey-Britain match. Sven Goran Eriksson, Coach of British National Team, who was criticized because of his unsuccessful conduct, made statements to save himself saying, ''British supporters should not go to match in Istanbul. They may be injured or may even die in incidents that will occur''.
British newspapers, which gave his statements from the headline, started provocations.

TUZMEN TO TOUR MEXICO FOR EXPORTERS
State Minister Kursad Tuzmen left for Mexico to attend the Fifth Ministerial Conference of the World Trade Organization (WTO).
Tuzmen held a press conference at Istanbul's Ataturk Airport prior to his departure. He said that ministers on trade from 147 country would attend the conference which would be held in Cancun between September 10 and 14.
Noting that he would have the opportunity to take up the problems of Turkish exporters in his bilateral meetings with the ministers of various countries, Tuzmen said that he would meet with ministers of the European Union (EU) countries, Mediterranean countries, Brazil, Mexico, Russia, Ukraine, Kyrgyzstan, Azerbaijan and Pakistan.
When asked how the decrease in rate of U.S. dollars would affect exports, Tuzmen said that ''one of the parameters is exchange rate. We also have other parameters.''
Tuzmen said that a certain decrease in exports would be seen in textile and ready-made sectors in the coming period, adding that this would be seen particularly due to the parameter of exchange rate.

BUSH PRAISES AUTONOMY OF THE NORTH OF IRAQ, ANKARA IS UNEASY
U.S. President George W. Bush said that the north of Iraq was stable and was progressing to govern itself and the south of it was following the same line in spite of the terrorist attacks. Bush, in his address to nation, praised the situation in the north of Iraq which Turkey was following with uneasiness and he mentioned the political status of the north of Iraq as ''autonomy''.

Turkish National Basketball team was defeated in the European Basketball Championship when it could not benefit from the opportunities against World and European champion Serbia-Montenegro. Our team lost the chance to join World Championship by remaining out of the first eight for the first time after 1997 with this defeat.
