ANKARA - The Conciliatory Board, which intervened in collective bargaining talks between government and civil servant unions as no compromise was reached, decided on Friday to increase salaries by 10 percent for the first six months of 2004.
The board also decided to raise the salaries by 8 percent for the second half of 2004.
