THOSE WHO REFRAIN FROM TAKING AN INJURED TO HIS A CAR AFTER A TRAFFIC ACCIDENT WILL BE PUNISHED
Turkish Penal Code is being changed. A person will be considered guilty if he/she does not help a person injured in a traffic accident by saying that ''he/she will get into trouble and his/her car will become dirty.'' The Turkish Penal Code (TCK) draft which will be brought onto agenda in the new legislation year considers many acts a crime. Those who don't take a person who has an accident to hospital and those who don't call ambulance will be kept responsible under the new Turkish Penal Code. People who behave this way are foreseen to pay fine from 350 million to 2 billion Turkish liras (TL).

MOST LIVELY GOVERNOR CONNECTED TO A RESPIRATOR
Doctors confirmed brain death of Denizli Governor Recep Yazicioglu, who was severely injured in a traffic accident on the way to Ankara. Yazicioglu is still connected to a respirator. But his brother Sait Yazicioglu, who is Justice and Development Party (AK Party) deputy, said that Recep Yazicioglu would continue to live depending on the respirator.

''TURKS SHOULD NOT COME''
New Foreign Minister of Iraq Hoshyar Zebari said that none of Iraq's neighboring countries including Turkey should participate in peacekeeping missions in Iraq. Zebari said that if those countries sent soldiers to Iraq, situation would become more complicated.

GUL: ''HE SHOULDN'T MESS UP THINGS''
Foreign Minister Abdullah Gul harshly reacted to words of new Foreign Minister of Iraq Hoshyar Zebari and said, ''it is wrong of him to mess up things. He should think well and then speak.'' Gul noted that Zebari should not forget that he was representing whole of Iraq and should speak and act by taking into consideration this fact.

''PENTAGON WILL SOLVE PKK ISSUE''
General James Jones, the head of the U.S. delegation who had completed his meetings in Ankara in one day, said that the Pentagon would take steps regarding terrorist organization PKK in the short term. Deployment of around 8,500 and 11 thousand Turkish soldiers in the north of Baghdad was taken up in the contacts.

FROM SIVAS TO COMO
Prime Minister Recep Tayyip Erdogan who chaired the Council of Ministers in central Sivas province on Thursday will fly to Italy to attend the Ambrosetti Forum which is the most important economic forum of the world after Davos. A Turkish premier will deliver a speech at the forum for the first time. Erdogan who will meet with prime ministers of four European Union (EU) countries in Como will inform participants of the forum about Turkey's view about the EU, its economy and cultural peculiarities.
TURKISH SATELLITE READY FOR SPACE
Turkey's first observation satellite (BILSAT) which was produced by technology transfer by Turkish Scientific and Technical Research Council (TUBITAK) Information Technologies and Electronics Research Institute (BILTEN) will be launched on September 26. Photographs which will be taken from the satellite will be used in military and communications field.

SIXTH DAY OF RESISTANCE
Today is the sixth day of the hunger strike started by the civil servants who are members of the Turkish Public Workers Trade Union (Kamu-Sen) in order to protest the stance of the government in collective bargaining talks. Civil servants who pitched up tents in Abdi Ipekci Park in Ankara address Prime Minister Recep Tayyip Erdogan by saying, ''you have said that we would walk the road together, but now, you are under the influence of International Monetary Fund (IMF).''

12 GIANT MEN ON SCENE
The 33rd European Men's Basketball Championship will start in Sweden today. Turkish national basketball team who will compete in the Group D will play its first match with Ukraine at 7.00 p.m. Turkey won the silver medal in the 32nd European Basketball Championship which was held in Turkey.

BARGAINING ON NUMBER AND PLACE
Turkish and U.S. military officials started technical talks on dispatch of Turkish soldiers in Iraq. Principles were determined in the first meetings at the level of major generals. General Staff Operation and Planning Department Chief Major General Bekir Kalyoncu heads the Turkish delegation during talks. The name of major general who heads the U.S. delegation has not been announced. If an agreement is reached on issues including the number of Turkish soldiers who will go to Iraq, where Turkish soldiers will be deployed and who will command them; the motion will be submitted to the parliament. Fight against terrorist PKK organization, coordination and costs will be discussed later.

INDUSTRIAL PRODUCTION INCREASES
Industrial production increased by 4.9 percent in the second quarter of 2003, over to the same quarter of the previous year.
State Institute of Statistics (SIS) announced the results of the quarterly industrial production index and said that manufacturing industry production increased by 5.4 percent and electricity, gas and water production rose by 7.2 percent while mining industry production decreased by 15 percent in the second quarter of 2003 over to the same period of the last year.
SIS explained that when the average of six months growth rate of production was compared over to the same period of the previous year; sector of total industrial increased by 6.8 percent, sector of manufacturing industrial increased by 7.7 percent and sector of electricity, gas and water increased by 7.6 percent, sector of mining industry decreased by 14.1 percent.

JAPAN ASKS ADVICE OF TURKEY ON DISPATCH OF SOLDIERS TO IRAQ
Japan asked advice of Turkey on dispatch of soldiers to Iraq. Pakistan also had asked for Turkey's advice. Japan approved a draft law envisaging dispatch of soldiers to Iraq aiming to help reconstruction of this country. Japan applied to Turkey through its embassy and asked for Turkey's views in this respect. Ankara conveyed the message to Tokyo that, ''it will be beneficial for Japan to come to Iraq under Turkey's command in case Turkey takes a decision.'' A 10-people Japanese delegation of parliamentarians is expected to visit Ankara on September 9 to discuss dispatch of soldiers to Iraq.

PARLIAMENT TO TAKE FINAL DECISION
Mutual talks with the U.S. delegation started on Thursday following the NATO Supreme Allied Commander Europe (SACEUR) Commander Gen. James L. Jones's visit to Ankara. General Staff said that they were holding talks with the U.S. delegation and stressed the parliament would take the final decision on the issue after a dossier concerning the issue was prepared.

TURKEY TO PITCH RAMADAN TENTS IN BAGHDAD TO GET SYMPATHY OF IRAQI PEOPLE
Turkey, who is trying to shape up the decision to send soldiers to Iraq upon the demand of the United States, is at the same time working on a civilian action plan to establish warm relations with Iraqi people. The plan is prepared in the light of impressions of civilian and military experts. The action plan, which is mainly focused on religious and humanitarian dimensions, will be put into practice taking into consideration social basis. Within this framework, Ankara will pitch tents for evening meals during holy month of Ramadan in important cities of Iraq like Baghdad, Mosul, Kirkuk, An Najaf and Turkish singers will give concerts in Baghdad.

ERDOGAN: ''WE ARE NOT UNDER OCCUPATION BUT A 'WAR OF INDEPENDENCE' IS OBLIGATORY FOR ECONOMY''
The Council of Ministers convened in central Sivas province on the 84th anniversary of Sivas Congress. The agenda of the cabinet was comprised of local problems. Prime Minister Recep Tayyip Erdogan gave messages about economy prior and after the meeting. Erdogan said that Turkey was not under occupation of enemies today and noted that confidence and security were settled in every part of the country. Erdogan said that however, they should start a ''war of independence'' to get rid of economic problems.
