GREEK CYPRIOTS HAVE 69 MORE VETOES
Greek Cypriot administration, which put forward obstacles for the start of actual talks with Turkey, was convinced at the last minute on Monday following tough bargainings. The European Union (EU) approved opening and closing of the actual talks on Science & Technology. Thus, first two veto threats of the Greek Cypriot side could be overcome. However, there are 69 obstacles more now. EU member countries have the opportunity to veto for 71 times.

EU NEGOTIATIONS START ACTUALLY
Obstacles put forward by the Greek Cypriots could be overcome following bargainings which lasted for 5 days and ways for actual talks with the European Union (EU) were opened to Turkey.
Efforts of the Greek Cypriots to link the negotiations to ''recognition, normalization of relations and opening of ports'' were not accepted within the EU.
The EU foreign ministers, who convened in Luxembourg on Monday, made a last proposal to Greek Cypriots under the leadership of EU President Austria. Greek Cypriots shed green light to this proposal which did not have a different context from the others and thus no obstacle remained in front of the talks to start actually.
UNDER THE SHADOW OF CYPRUS
The EU reminded Turkey its obligations on Cyprus issue during the historic meeting where the actual talks started by making references to the declaration Ankara issued on September 21st, 2005.
Turkish Foreign Minister Abdullah Gul said Turkey supported this declaration, yet expressed the uneasiness felt over leaving the critical discussions in the EU to the last minute.

GOOD NEWS FROM THE OPPONENT
Australian Minister Plassnik who insisted on ''Turkey should be granted with privileged partnership'' on October 3, worked hard on behalf of Turkey this time.
Solving the problem with Greek Cypriot side that claimed ''Open the port or we will veto'' with a formula, Plassnik initiated European Union negotiations officially.
Waiting for all day in Ankara, Foreign Minister Abdullah Gul and Chief Negotiator Ali Babacan went to Luxembourg upon hearing the news from the summit.
Plassnik said, ''Turkey should implement the additional protocol and should take the recent crisis seriously.''

GREEK CYPRIOT OBSTACLE OVERCOME, NEGOTIATIONS STARTED
Full membership talks started between Turkey and the EU formally on Monday under the chapter ''Science & Research''.
Turkey, which has been in ''screening process'' since last year, entered actual negotiations on Monday. There are 34 more chapters which are very difficult.
ISTANBUL NIGHTMARE
257 of the 400 police officers who graduated Aksaray Police Vocational College will start to work in Istanbul. Some of them started to cry when they learned that they would work in Istanbul because of tough living conditions.
In a survey carried out among 30,000 police officers assigned in Istanbul Security Department last December, 14,000 of the police officers said they would like to work in an other city.

PAINFUL START
The common position paper, which the foreign ministers of the European Union (EU) member countries agreed in Luxembourg following long discussions, was given a shape in line with the demands of the Greek Cypriots in return for preventing them from using the veto card.
The document includes expressions that Turkey's failure to abide by its obligations would affect the whole negotiations.
Problem even in the simplest chapter led to interpretations that tough days are waiting for Turkey in the negotiation process.

Other members of the EU prevented efforts of the Greek Cypriot side to link opening and closing of the negotiations on science & research to the condition of ''recognition''. However, EU President Austria warned Ankara to abide by its obligations. Greek Cypriots said, ''you have time till October.''

Koc Holding starts to implement its strategy to ''intensify on main sectors'. The statement that Koc Holding could sell its shares in DemirDokum, Izocam and Doktas, and was meeting the consultancy company for preliminary works.

ONE MORE STEP TOWARD EU
Greek Cypriots resisted to the last minute for the actual talks that should start on June 12th. There was only one topic on the agenda of the EU foreign ministers who convened in Luxembourg on Monday, it was to overcome the obstacle put forward by the Greek Cypriot side. Turkey met a crisis similar to the one on October 3rd when Greek Cypriots put forward the recognition condition.
EU SHOULD BE IMPARTIAL
Foreign Minister & Deputy Prime Minister Abdullah Gul wanted the EU to launch activities against the Greek Cypriot side who want to put forward obstacles in front of start of Turkey's actual talks. Gul said, ''the EU, which wants to be a strategic power, should be impartial.''

GREEK CYPRIOT VETO OVERCOME, ACTUAL TALKS START WITH EU
Turkey in the end started actual talks with the European Union, which is the most important stage of the membership process. The EU left its decision about Turkey to the last minute again because of the obstacles put forward by the Greek Cypriot side. The 5th proposal which the EU presidency made to the Greek Cypriots on opening and closing the negotiations on science & research in the same day was accepted.

OBSTINACY OF GREEK CYPRIOTS OVERCOME
The Greek Cypriot side, which rejected opening and closing of the negotiations with Turkey on ''Science & Technology'' delayed the EU members for five days. The Greek Cypriot side did not accept the four proposals presented by the EU president Austria.
Greek Cypriot representatives accepted the 5th proposal of Austria when Ankara sent a message that, ''we will not travel to Luxembourg until the problem is solved and until a decision is made to start negotiations.''
