SURPRISE WITNESS
The surprise female witness of the armed attack against the Council of State spoke to Hurriyet daily: ''I recognized the assailant when I saw him on the TV. And, I recalled what I saw at the parking lot of the Council of State the previous day. He was not alone. They were driving an Opel Vectra. I was angry at them because they did not let me pass, and I looked at them carefully. There were three people in the car. The other two were shouting at the assailant. I remember that the assailant looked at them with great embarrassment.'' Assailant Alparslan Arslan, was graduated from Marmara University's Faculty of Law, and is a lawyer. He was a member of an extreme nationalist group when he was at the university. A high-ranking executive of the Istanbul Police Department said that two cards, one writing ''National News'' and the other ''Deputy Chairman of Patriotic Forces Union Movement'' were found in Arslan's car.
ONE JUDGE DIES, FOUR OTHERS INJURED
Headscarf has been made a matter of discussion in every opportunity. And, the Council of State has been portrayed as a target after its decision on headscarf. And, this caused the attack which has shaken Turkey. Turkey was shocked by the attack staged by a lawyer from Istanbul Bar yesterday morning. Alparslan Arslan shot 11 bullets on the chairman and members of the Council of State Chamber 2. Arslan also shot six bullets in the corridor. When he was captured, there were still 4 bullets in the gun. Chairman Mustafa Birden was injured in his stomach, while Mustafa Yucel Ozbilgin in his neck, Ayla Gunenc in her wrist, Ayfer Ozdemir in her arm, and Ahmet Cobanoglu in his palate. Ozbilgin could not be saved although he was immediately taken under surgery. The Council of State released a harsh statement in which it said, ''the state, which has not protected its judiciary, has been harmed in a serious way.''

BULLET ON SECULARISM
The Council of State has been shaken by an ugly attack. When members of the Council of State Chamber 2 were negotiating several matters, lawyer Alparslan Arslan entered the room and shot 11 bullets on these people. Yucel Ozbilgin died, while four others were injured in the attack. Chamber 2 was portrayed as a target due to its decision on headscarf.
28-YEAR-OLD RELIGIOUS PERSON AND EXTREME NATIONALIST
Alparslan Arslan was known as an ''extreme nationalist and religious person''. He was born in a village in eastern city of Bingol in 1977. His father was an elementary school inspector. He graduated from Marmara University's Faculty of Law, and joined Istanbul Bar in 2001. He is a partner of Yeditepe Law Office in Kadikoy, Istanbul.
MINISTERS PROTESTED
Council of State Chairwoman Cortoglu criticized the government after the attack, and did not welcome PM Erdogan who visited the Council of State to express condolences. Meanwhile, Council of State members reacted to the ministers who went to the hospital to visit the injured members. Council of State staff said, ''we don't want you here. This attack was staged because of you.''

Militant lawyer opened fire on five members of the Council of State whose photographs were published by Vakit daily. Vakit daily wrote that ''these people banned the headscarf''. Council of State member Mustafa Yucel Ozbilgin lost his life.
SEZER: A BLACK SPOT ON HISTORY
Commenting on the armed attack on the Council of State, President Ahmet Necdet Sezer said, ''this attack, staged when the judiciary was trying to fulfil its duties, is a black spot on Turkish Republic's history.'' Sezer also visited the Council of State after the attack.

HE WAS NOT ALONE
It has been revealed that lawyer Alparslan Arslan, who caused bloodshed in the Council of State, was not alone, and that three people were waiting for him in the car. The attack was staged at 9.45 a.m. yesterday. Arslan entered into a room in which members of the Council of State Chamber 2, ''who banned a teacher wearing a headscarf'', were having a meeting. He was carrying a Glock handgun, chanted the name of God, and fired his gun.
HE COULD NOT BE SAVED
Council of State Chamber 2 member Mustafa Yucel Ozbilgin was injured in this ugly attack only a year ahead of his retirement. Ozbilgin was shot in the head, but could not be saved despite the five-hour surgery conducted by Hacettepe University Rector Prof. Dr. Ozgen. Ozbilgin was elected as a Council of State member seven years ago.

COUNCIL OF STATE JUDGES ATTACKED: 1 DIES, 4 INJURED
Chairman and members of the Council of State Chamber 2, who are portrayed as a target by fundamentalist circles due to their headscarf decisions and criticized by the government, were attacked when they were having a meeting. Alparslan Arslan, a lawyer from Istanbul Bar, entered the room, chanted the name of God, said, ''you will be punished because of headscarf cases'', and opened fire on them. Mustafa Yucel Ozbilgin, who was shot in the head, lost his life at the hospital. Chairman Mustafa Birden and judges Ayfer Ozdemir, Kamural Erbuga and Ayla Gonenc were injured. Vakit dailies were found in the car of the assailant. Arslan used a Glock gun which is qualified as ''ghost'' because it cannot be seen in the X-ray devices. Police has launched efforts to arrest two more people in connection with Arslan. Arslan is also claimed to be involved in the attacks on Cumhuriyet.
VAKIT SHOWED AS TARGET
The Vakit newspaper published the photographs of the members of the Council of State due to their headscarf decision. The attack against the Council of State members was staged 92 days after Vakit portrayed these people as a target. Cumhuriyet columnist Kislali and Gumushane Bar Chairman Gunday were also killed due to the intentional publications of the same newspaper.

TURK-ISLAM SYNTHESIS ATTACK ON JUDICIARY
When the members of the Council of State Chamber 2 were having a regular meeting, an armed attack was staged. The assailant named Alparslan Arslan did not allow security guards to check him although the X-ray beeped when he was entering the building, saying that he was a lawyer. Arslan opened fire on Chamber 2 Chairman Mustafa Birden and members Mustafa Yucel Ozbilgin, Ayfer Gevrek Ozdemir, Ahmet Cobanoglu and Ayla Gonenc. Ozbilgin, who was shot in his head, could not be saved. Birden's condition is no more critical, while the other three injured are in stable condition. Meanwhile, it has been revealed that the security cameras in the Council of State are not working. Chamber 2 ruled out that a teacher wearing headscarf when commuting between school and home could not be appointed as the head of a nursery.
WEIRD REMARKS FROM ARINC
Parliament Speaker Bulent Arinc condemned the attack qualifying it as ''an ugly and provocative attack''. But, then he said, ''if he had been annoyed by that decision (headscarf decision), he should not have shot Ms. Ayfer.'' Arinc also said, ''if he did it for headscarf, he will be sentenced to the heaviest punishment. But, we should doubt about the mental and criminal discretion of a person with such an opinion. It may be seen during the judicial process that this person has not legal capacity.''

ATTACK ON TRANQUILITY
Lawyer Alparslan Arslan opened fire on members of the Council of State Chamber 2. Chairman Mustafa Birden and Mustafa Yucel Ozbilgin were injured seriously, while the other three members suffered slight injuries after the attack. However, Ozbilgin could not be saved. The assailant was arrested after the attack.
DON'T BE USED AS A TOOL BY ARMENIANS
French historian Philippe Nora warned his government: ''Turkey wants to set up a commission, and find a solution. But France is influenced by the Armenian lobby. If this resolution (on the so-called Armenian genocide) is adopted, history will be distorted.''
WARNING FROM ANKARA TO PARIS
Foreign Ministry spokesman Namik Tan said, ''I hope France will not adopt this resolution which will harm our bilateral relations.''

UGLY ATTACK ON COUNCIL OF STATE
Another provocative attack which targeted Turkey's stability was staged yesterday. Lawyer Alparslan Aslan staged an armed attack against the members of the Council of State Chamber 2. Judge Ozbilgin died, while four other members were injured in the attack. The injured are still under treatment. An investigation is underway. Glock handgun was used in the attack. It is known as a gun used by the terrorist organizations and Mafia. It is claimed that the ''ghost gun'', produced from plastic and carbon, was not detected by the X-ray device.
TENSE STATEMENTS SHOOK MARKET
The attack on the Council of State caused market fluctuations yesterday. Markets were negatively affected due to tense statements of some circles, particularly CHP (Republican People's Party) leader Deniz Baykal. The USD, which was around 1,41 new Turkish liras (YTL) in the morning, climbed to 1,48 after these remarks. The stock exchange lost 1,47 points in value.

Terrorism has taken judiciary as a target. A lawyer named Alparslan Arslan used ''headscarf'' as a pretext, and shot bullets on democracy and stability. Council of State Chamber 2 member Ozbilgin, who was injured in this armed attack, could not be saved despite all efforts. Chamber 2 Chairman Birden and three other members were injured in the attack.
BE READY FOR SURPRISE
The government strongly condemned the attack on the Council of State. Deputy PM Sahin said, ''why this attack was staged and who is behind it will be revealed in a short time. Be ready for surprises.''

NOTHING TO DO WITH HEADSCARF
Gunman Arslan's friend Fikri Cora defined Arslan as an ''extreme nationalist, intellectual and Kemalist'', while one of Arslan's neighbors said, ''he used to drink from time to time''. Arslan was born in eastern city of Bingol in 1977. He graduated from Marmara University's Faculty of Law, and he is known as a person who joins demonstrations. Arslan had a law training beside Sedat Peker's lawyer.
