JR TALABANI FILMS DETENTION OF TURKISH SOLDIERS
It is revealed that son of Jalal Talabani, the leader of the Patriotic Union of Kurdistan (PUK), filmed the raid on Turkish soldiers in north of Iraq on July 4 from his jeep parked 100 meters away from the bureau of Turkish soldiers. According to witnesses, Junior Talabani Bafel parked his jeep 100 meters away from the bureau of Turkish soldiers before the operation that continued for one hour. Bafel Talabani filmed the operation from his jeep while peshmerges who were guards of his father were sitting beside him. After Turkish soldiers were detained by U.S. forces, Talabani Jr. filmed the inside of the building. Meanwhile, peshmerges were plundering the building.

DAUNTING EXECUTION: ''PKK RAIDS A FIELD, KILLING FOUR''
The terrorist organization PKK/KADEK which is feared of losing militants with the ''Return Home'' law continues to shed blood. The terrorists who raided Pul Field in eastern Bingol province the previous night killed a father and son and two villagers.

DENKTAS: ''OPEN AIRPORT AND WE WILL GIVE MARAS''
Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas proposed United Nations (U.N.) Secretary General Kofi Annan to open Lefkosa International Airport that has not been used since 1994 and return Maras to the Greek Cypriots under auspices of the U.N. in return for this.

WHEN OFFICIAL REGISTERS ARE FOUND, PAYMENT WILL START
The Banking Regulation and Supervision Agency (BRSA) released a statement regarding the Imar Bankasi. The statement said that the accounts were under guarantee and would be repaid to the account-holders, adding that payments will be made in advance. Noting that legal account books should be found in order to start payment, the statement said that official accounting registers should be in harmony with the account books.

RISE IN SALARIES OF SENIOR CIVIL SERVANTS IS 2 PERCENT
The government is getting prepared to make gradual rise in salaries of civil servants. The draft in the Prime Ministry foresees 2 percent rise in salaries of senior civil servants and 5-8 percent rise in salaries of junior civil servants.

TIME TO MAKE EXPLANATION REGARDING YUVACIK DAM
The Parliamentary Commission to Investigate Corruption demanded trial of former prime minister Tansu Ciller and ministers regarding the Yuvacik Dam scandal. The Commission made a complaint about 27 people considering the Izmit Yuvacik Dam built by GAMA-Guris consortium an organized swindling. The Commission demanded formation of an investigation commission regarding the politicians of those days who approved the project which caused high state loss. The report accuses Ciller and 10 ministers of Social Democratic People's Party (SHP) and True Path Party (DYP).

PAPANDREOU TO BE ONE-DAY LECTURER IN BILGI UNIVERSITY
Greek Foreign Minister George Papandreou will attend graduation ceremony in Bilgi University on July 14. Papandreou will give a conference on Turkish-Greek relations and open the Summer School in the same university the same day. It is learned that Ismail Cem, New Turkey Party (YTP) leader and a lecturer in the Bilgi University, had great contributions in Papandreou's accepting the invitation.

STEP FROM DENKTAS
President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) sent a letter to U.N. Secretary General Kofi Annan and stated that he was ready to implement confidence building measures aiming to prepare a basis for agreement between north and south of Cyprus.
In case Greek Cypriot leader Tassos Papadopoulos expends support to the package, economic embargo implemented by Ankara to the Greek Cypriot side will end.

PKK-KADEK RAIDS VILLAGE: 4 DIE
A group of PKK-KADEK terrorists gathered men from various houses in Yenikoy hamlet in southeastern Bingol province, and brought them outside the village. The terrorists put the men in row outside the village, and killed Giyasettin Uzmen, Haci Kaya, Ahmet Acar and his son Erdal Acar under gunfire.
Mahmut Kaya, another citizen, was seriously injured in attack.

GURUZ: THE ONLY TARGET IS HEADSCARF
Higher Education Board (YOK) Chairman Kemal Guruz said the government wanted to change the shape of the state. Guruz said, ''their target is to allow entrance of Imam-Hatip schools to all universities and allowing headscarves. They aim at creating two lanes like the secular and religious education.

2004 WILL BE THE IMPLEMENTATION YEAR IN TURKEY'S EU MEMBERSHIP PROCESS
Prime Minister Recep Tayyip Erdogan, who went to Austria upon the invitation of Austrian Chancellor Wolfgang Schuessel, said 2004 will be the implementation year in Turkey's European Union (EU) membership process.
Erdogan said, ''as of the end of this year, you will see a different Turkey.''
Erdogan said, ''Turkey is in an effort to implement Copenhagen criteria. We will continue on our path whether or not they take Turkey.''

MARAS TO BE OPENED
Turkey and Turkish Republic of Northern Cyprus (TRNC) presented the proposal, which will contribute to the peace in Cyprus, both to the United Nations and Greek Cypriot side. TRNC President Rauf Denktas, who addressed the Greek Cypriot administration calling on the embargo to end, pointed out that, ''let us jointly use both Maras and Lefkosa Airport.''
Denktas also said Turkey would open its air and sea ports to the Greek Cypriots. Denktas said with the new package confidence crisis will end.

CICEK: TEAM AGAINST CORRUPTION HAS NOT BEEN FORMED
Justice Minister Cemil Cicek said the news reports that Prime Minister Recep Tayyip Erdogan formed a special team to investigate allegations of corruption were not right, stating that, ''such a thing has not been seen in my ministry or in Council of Ministers. There is nothing like formation or organization.''

OCALAN CASE TO BE DEBATED IN GRAND CHAMBER
The European Court of Human Rights (ECHR) accepted the objections of Turkey and the lawyers of Abdullah Ocalan, the head of the terrorist organization, and decided to take up the case in the Grand Chamber. A statement of ECHR said that it had accepted the demand to debate the case in the Grand Chamber comprised of 17 judges which was working like a court of appeals.

30 KILOMETERS OF QUEUE OF VEHICLES AT HABUR BORDER GATE
Since Habur Border Gate was closed for three days after detention of 11 Turkish soldiers in Sulaymaniyah, the length of the convoy of vehicles waiting at the gate reached 30 kilometers. Three-day financial loss is 1 billion U.S. dollars.
