BAKU - Azerbaijani President Haydar Aliyev said on Friday that ''cooperation between Turkey and Azerbaijan in capturing criminals was not sufficient.''
Aliyev, who received Justice Minister Cemil Cicek, said that Turkey's legal system was in line with the European standards, but that they were just at the beginning of that process.
It was not easy to erase the court system coming from the former Soviet Union from the minds of Azerbaijani people, Aliyev noted.
Aliyev stated that they expected Turkey's assistance in that process.
Recalling that Azerbaijan used legal and judicial system of former Soviet Union era for long years, Aliyev said that they were successfully progressing in their new road.
They needed Turkey's experiences and knowledge regarding the legal system, Aliyev pointed out.
Aliyev added that he believed that relations would be further improved in the following term.
Cicek said that Turkey made its legal reforms in 1930s under the leadership of Ataturk and it would be pleased to share its experiences with Azerbaijan.
They were trying to establish Ombudsman's office and ''court of complaint'', an organ between regional court and supreme court, in Turkey, Cicek noted.
Cicek stated that they could make use of experiences of Azerbaijan in establishing that office.
The bill on establishment of Ombudsman's office was discussed by the public opinion, Cicek pointed out.
Cicek said that ombudsman's office could not be institutionalized although it was in their culture.
Courts of complaint which were active in the first years of the Republic were lifted due to lack of cadre after 1924, Cicek noted.
Cicek stated that they needed those courts today and therefore, submitted a related bill to parliament.
