CIVILIAN NSC TO COME WITH SEVENTH ADJUSTMENT PACKAGE
The arrangement which aims at making the National Security Council (NSC) Secretary General civilian will be put into practice with the seventh adjustment package. This package will be given final shape in the following week. The package which will bring Turkey one step closer to Europe will be submitted to parliament in the first week of July.

AESTHETIC SURGERY FOR RETURN HOME LAW
The ''return home'' law reached the biggest consensus in Turkey. Measures also covering aesthetic surgery for members of the terrorist organization who will benefit from the law will be debated in technical committee.

POTATO TUNNEL
The part of Bolu Mountain Tunnel which was out of the Ankara-Istanbul motorway route due to change in the route will be used to store potatoes and apples. One of the cold depots of the world, ''the cost of which is very high'' will be formed in Turkey. The part of Bolu Mountain Tunnel which collapsed in massive Duzce earthquake will be used as potato and apple depot.

SALARIES TO BE PAID AT BEGINNING OF MONTH FROM NOW ON
In accordance with the bill which changes the salary system, almost 100 different types of payments will be collected under four main groups. Salaries paid to civil servants in the middle of the month will be paid at the beginning of the month. 15-day deficit will be paid in the coming period. If the government does not make any arrangement to eliminate the deficit, civil servants will forget their 15-day salary.

HELLO TO QUALITY
The National Program to be presented to the European Union (EU) promises to raise living quality within a few years. Everybody is discussing how military-civilian relations will be bettered, whether or not concession will be made of qualities of the republic but, the essence of the matter has been forgotten. Quality of our daily life will be raised in a way that we can't even imagine when EU commitments are fulfilled. Many laws will be amended and the amendments would be made applicable. ''EU quality license'' will come for everything from the goods and services we buy to our relations among ourselves and with the state. A quality license for a respected, transparent state which makes explanations and a humanly living.

WE HAVE GREAT DEAL OF MONEY BUT NO BANKS
Businessmen in north of Iraq who want to establish permanent commercial relations with Turkey demanded a Turkish bank to open a branch in Kirkuk. Iraqi market is a new opportunity for Turkey. Turkish goods have started to invade Iraq after the war. Turkmen merchants who come to Turkey by bus, buy goods that are needed in Iraq and sell those goods in Iraq are trying to make commercial relations more permanent. Turkmen merchants and businessmen who visited Istanbul Chamber of Industry asked ISO administrators to open a bank branch in Kirkuk. The second demand was to open a new border gate to Iraq.

TELEPHONE CALL FROM GUL FOR HARMONIZATION
Foreign Minister Abdullah Gul talked to Republican People's Party (CHP) leader Deniz Baykal for 7th Adjustment Package and constitutional change. Baykal said, ''we did not talk much about the contents of the 7th Adjustment Package. Gul said that would be the last package, and that constitutional change will not be in question. He said National Program was ready to be sent to us.''

''IMF'' PLEDGE TO EUROPE
Turkey's European Union ''road map'' National Program was prepared. The National Program, which envisaged adjustment of National Security Council (NSC) to EU, education and broadcast in mother language, and openings in freedom of thought and expression, also included changes bringing EU standards to daily life in many areas. Government gave promises in the National Program regarded with fight against corruption and money laundering. The government also said it would implement program of International Monetary Fund (IMF) and World Bank in economy. The government said it would complete privatization till 2005.

GUL: WE GOT SUPPORT FROM MILITARY
Foreign Minister Abdullah Gul said a full support was issued from the National Security Council (NSC) for European Union (EU) during the NSC meeting on Thursday. Gul said, ''everything was discussed in a negotiation and discussion atmosphere. Now that National Program will be completed and sent to the EU.''
Gul said 6th and 7th adjustment packages prepared for EU membership as well as the National Program, were discussed during the ''critical'' NSC summit.

SWORDS DRAWN WITH RUSSIA
Price formula disagreement between Russian Gazexport company and state run oil pipeline company BOTAS could not be solved despite the talks in Ankara. Botas rejected the proposal of Gazexport. Both sides appointed referee for arbitration.

TURKIYE (RIGHT)

TARGET: SOCIAL PEACE
The ''Reassociation Law'' aims at unconditionally freeing militants who surrender without involving in any crime. Interior Minister Abdulkadir Aksu made statement regarding the reassociation bill. Aksu said, ''this law is not an amnesty but a reassociation project.''

''NESTER OPERATION'' IN COURT
The case regarding corruption in use of medical equipment in Social Security Agency (SSK), Social Security Agency for the Self-employed (Bag-Kur) and Pension Fund started in Ankara State Security Court (DGM) no. 2.

SAVINGS ATTEMPT
Public institutions can no more build houses for the employees and social facilities. Personnel can speak no more than three minutes on the phone.

ZAMAN (CONSERVATIVE)

BLUE STREAM TO BE IN ARBITRATION
Talks bottlenecked as Russia responded negatively to the demand of Turkey to make reduction in price of Blue Stream natural gas. Energy Ministry said the issue would be discussed in international arbitration. The Ministry expects a decision to be issued from the arbitration for reduction of price.
Energy Ministry said talks were interrupted, and started necessary procedure pertaining to arbitration process.

JUSTICE MINISTER CICEK: THERE IS NO CONSTITUTIONAL AMENDMENT IN NEW PACKAGE
Justice Minister Cemil Cicek stated that the 7th Adjustment Package would be passed from the Parliament till the end of July, stating that there would not be constitutional amendments in the package.
Pointing out that National Program regarded with European Union (EU) full membership would be discussed at the Parliament on Tuesday, Cicek stressed that 7th package would be given a shape following those talks.
Cicek said, ''we will listen to the views of several organizations and institutions about the package. We will legalize the package by the end of July.'' Cicek underlined that the package did not have constitutional changes.
