STRASBOURG - European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) stated on Wednesday that the claims saying that there was bad treatment and torture in prisons in Turkey had decreased.
CPT published a report on its visits to Turkey in March and September 2002 and the response of Turkey.
CPT, which announced its views regarding its visit to Sincan F-type prison in Ankara on March 2002, stated that it was pleased to see that there were not claims of implementation of torture and bad treatment in this prison.
CPT also criticized the implementation regarding the existence of prison personnel during health controls of prisoners and asked for ending of this implementation.
It was reported that CPT was also pleased with work ateliers' being active in Sincan.
CPT emphasized that it did not meet with too much claims saying that police and gendarme forces applied torture and bad treatment during its examinations in southeastern Diyarbakir province in September, 2002.
Committee stated that some complaints regarding bad treatment were confirmed by medical reports.
CPT, with its independent experts, has the right to inspect the prisons and police stations of European Council member countries without informing.
The reports, which CPT prepared, are later presented to ministers committee of European Council for the warning of concerned countries.
