TURKEY IS AT END OF LIST
EU put Turkey, which tries to be a member of EU for 40 years, at the end of the list in Thessaloniki Summit. EU Term President Greece increased the ranks of Croatia, Serbia-Monte Negro, Bosnia, Macedonia and Albania in the list. The name of the EU summit which will start in Thessaloniki today is ''EU-West Balkans'' Summit. EU leaders will have a special meeting with five countries in the West Balkans. When Turkey could not even get a negotiation date, the final membership date of these five countries started to be mentioned as 2010-2015.

SEVENTH PACKAGE TO BE COMPLETED THIS SUMMER
Foreign Minister and Deputy Prime Minister Abdullah Gul said that the seventh adjustment bill was about to be prepared, adding that they wanted to finish the package before the parliamentary summer recess. Responding to questions of journalists, Gul said that the content of the seventh package would be determined after the evaluation to be made Secretariat General for EU. When asked if bringing General Staff within the structure of National Defense Ministry was in question, Gul said that ''it was not in question.''

AWACS UNDER INVESTIGATION
Parliamentary Malpractice Investigation Commission asked information about agreement on purchase of 1.5 billion U.S. dollars of Airborne Warning and Control System Plane (AWACS) from Defense Industry Undersecretariat due to some allegations. The commission which considered insufficient information which was sent from Undersecretary Dursun Ali Ercan also wanted whole agreement which has hundreds of pages to be sent. National Defense Minister Vecdi Gonul will decide which part of the agreement will be sent to the commission. Malpractice Investigation Commission demanded explanation about some allegations concerning purchase of AWACS.

DISAGREEMENT ON U.S. DOLLAR BETWEEN MINISTERS
Concerning the statement of State Minister Kursad Tuzmen who said that ''there is not any economic crisis, but there are signals of it,'' Deputy Prime Minister Abdullatif Sener said, ''signal of an economic crisis is out of question. Revaluation of TL against U.S. dollar does not bring any economic crisis.'' Sener said, ''all figures are good. There is no need for any concern.'' When reminded the statement of Tuzmen after his meeting with British Chief Secretary to Treasury Paul Boateng in London, State Minister Ali Babacan said that Turkey should leave behind crisis terminology.

MODEL HARMONY
When the AK Party government took out the provision of having foreign observers during elections from the scope of the sixth adjustment bill, the latter was adopted in the parliament rapidly yesterday. Opposition Republican People's Party (CHP) had criticized AK Party for having that provision in the package. Thanking the parliament for adopting the bill, Justice Minister Cicek said that ''we came closer to EU, this step both belongs to AK Party, and also to CHP.''

COMPENSATION TO GREEK CYPRIOT
Turkey accepted to pay compensation of 1 million U.S. dollars to Greek Cypriot citizen Titina Loizidou. Turkey was insisting not to pay compensation to her who won the case against Turkey in European Court of Human Rights (ECHR) for five years. Turkey said in its statement made in Strasbourg that the compensation would be paid until October 8, 2003.

BINALI: MARMARAY PROJECT TO RESIST EARTHQUAKE
Transportation Minister Binali Yýldýrým said that the construction of Istanbul Strait Tube Tunnel Project (Marmaray) which would cost 2.5 billion dollars, would start in 2004. Yýldýrým said that they planned to operate the project in 2008. Speaking in a news conference, Yildirim said that the project would be constructed in a very strong way to resist earthquakes.

UZAN: THIS IS A POLITICAL ATTACK
Young Party (Genc Party) leader Cem Uzan asserted that confiscation of the companies which belonged to his family was a political attack. ''I will continue on my way without being intimidated by such attempts... I call everybody to abide by law,'' Uzan said in the news conference he held. Uzan noted that the Constitution was violated regarding the seizure of Kepez and CEAS power companies, adding that ''according to Article 38 of the Constitution, general confiscation shall not be imposed as a penalty.''

PUBLIC REFORM INCLUDES TOP INSTITUTIONS
Presidential Office, General Staff, National Intelligence Organization (MIT), National Security Council (NSC) and National Defense were also taken within the scope of public administration reform. According to the draft law, these institutions will also give account of the things they do and they have to be transparent. These institutions will also take measures to inform the public about their projects and decisions. The draft was submitted to opposition party CHP which will state its proposals and objections about the issue.

POWELL OFFICIALLY INVITES GUL TO U.S.
Foreign Ministry Undersecretary Ugur Ziyal who completed his visit to the U.S. said that U.S. Secretary of State Colin Powell invited Foreign Minister and Deputy Prime Minister Abdullah Gul to the U.S. Ziyal stressed that the visit of Prime Minister Recep Tayyip Erdogan to the U.S. in the near future was also in question.

FIRST COMPENSATION FROM TURKEY TO GREEK CYPRIOTS
Turkey accepted to pay compensation to Titina Loizidou, who lives in Greek Cypriot side. At the delegations committee meeting, which convened in level of ambassadors on behalf of Council of Europe ministers committee in Strasbourg, Turkey's Permanent Representative Numan Hazar said that Turkey would complete necessary procedure regarded with European Human Rights Court's (ECHR) decision for financial compensation till October. Turkey is expected to pay around 700 thousand U.S. dollars financial compensation to Turkey. ECHR had taken a decision in 1998 about application of Titina Loizidou, who lives in Greek Cypriot side, and sentenced Turkey to pay 700 thousand U.S. dollars financial compensation to Loizidou.

MORALE FROM THESSALONIKI
Thessaloniki summit at which the European Union (EU) constitution will be discussed started on Thursday. Prime Minister Recep Tayyip Erdogan and Foreign Minister and Deputy Prime Minister Abdullah Gul will represent Turkey at the summit. Draft of final declaration, which was issued after the first session of the summit on Thursday, gave warm messages for Turkey's EU membership. Turkey was invited to the Intergovernmental Conference as an observer in the draft of final declaration.

PARLIAMENTARY GENERAL ASSEMBLY ADOPTS SIXTH ADJUSTMENT PACKAGE
Parliamentary General Assembly adopted on Thursday the sixth European Union (EU) adjustment package which will further improve democratization standards of Turkey. Article 5 which provides foreign observers with watching elections in Turkey was excluded from the package upon the proposal of Republican People's Party (CHP). Turkey recorded another progress on the path to EU with passing the package from the parliament prior to Thessaloniki summit in which Prime Minister Recep Tayyip Erdogan and Foreign Minister and Deputy Prime Minister Abdullah Gul will participate.

ISTANBUL READY FOR IAF CONGRESS
International Apparel Federation (IAF) and Turkish Clothing Manufacturer's Association (TGSD) Chairman Umut Oran said that preparations concerning 19th IAF Congress which would be held in Istanbul between June 24 and 25 were completed and stated that nearly 400 Turkish and foreign participants made registration for the congress. Oran added that representatives of leading companies of the world including; Hugo Boss, Liz Claiborne and Marzotto would attend the congress.
