ANKARA - Justice Minister Cemil Cicek said on Monday that the most important problem in regard to human rights was seen in implementation.
Cicek attended a seminar on training of educationists in the light of European Convention on Human Rights and European Court of Human Rights opinions.
Speaking in the seminar, Cicek said that there was not too much time left on the road to the European Union (EU) and the Turkish jurisdiction undertook responsibility regarding that issue.
Cicek noted that the sixth EU adjustment package would be sent to the parliament in the possible shortest time and they would try to pass the package that month.
Thus, they would fulfil the legislation on the road to democratization and regulations and adjust to the EU, Cicek stated.
Cicek went on saying, ''we have to pay attention to two issues in this new period. Firstly, the trial should be fair, and secondly, violation of rights should be out of question in the verdict. The laws we pass should be interpreted in compliance with these two things. Frankly speaking, there is not too much time and too many opportunities in front of Turkey on the road to the EU. We have only 18 months. Foreigners are mostly asking us what has changed after the laws are passed. They want to see this.''
''Turkey is on the agenda of the EU authorities in respect to the implementations instead of laws. If we are to pave the way for Turkey, Turkish jurisdiction is face to face with a responsibility to fulfil such a historic duty,'' Cicek said.
Cicek pointed out that Turkey passed those laws and conventions with its own will.
Prosecutors and judges were obliged to take into consideration international conventions and especially the human rights conventions in the conflicts they were dealing with, Cicek added.
