Putin announces Ukraine cease-fire agreement

- Cease-fire in eastern Ukraine to begin on Feb. 15.

MINSK, Belarus (AA) - After nearly 16 hours of negotiations in Minsk, Russian President Vladimir Putin said a cease-fire agreement in Ukraine has been reached.  

"We agreed on a cease-fire from zero-hundred hours on Feb. 15," Putin told the Russian press Thursday. "The second point is the withdrawal of heavy weapons from the line of contact with Ukrainian troops and the establishment of the line marked in September of last year." 

Negotiations in Minsk began Wednesday evening. 

Participants included Russia's Putin, Ukraine's Petro Poroshenko, France’s Francois Hollande and Germany's Angela Merkel, as well as representatives of the separatists from Ukraine's Donbass region.
